Abstract

Penelitian ini bertujuan untuk meninjau kesesuaian pelaksanaan tender cepat pengadaan kendaraan dinas operasional roda empat di satker instansi pemerintah dengan peraturan perundang-undangan yang berlaku dan kendala yang dihadapi selama proses pengadaan. Satker yang menjadi objek penelitian adalah Kantor Pengawasan dan Pelayanan Bea & Cukai Tipe Madya Pabean B Palembang (KPPBC TMP B Palembang). Penelitian ini merupakan penelitian kualitatif deskriptif dengan metode pengumpulan data berupa studi pustaka dan wawancara. Hasil penelitian menunjukkan bahwa proses pelaksanaan pengadaan secara tender cepat kendaraan dinas operasional roda empat di KPPBC TMP B Palembang telah sesuai dengan prosedur dan peraturan yang berlaku di bidang pengadaan barang/jasa. Kendala yang dihadapi selama proses pelaksanaan tender cepat berkaitan dengan proses negosiasi, jangkauan wilayah, dan kelengkapan isian spesifikasi teknis pekerjaan. Secara keseluruhan, kendala tersebut tidak memengaruhi pelaksanaan teknis pekerjaan tetapi berdampak pada menurunnya kualitas barang yang diperoleh./ The research was aims to review the suitability of the implementation of the Tender Cepat for the procurement of operational official vehicles in a work unit with the applicable laws and the obstacles encountered during the procurement process. The work unit that is the object of research is the Office of Supervision and Service of Customs & Excise Madya Customs B Palembang (KPPBC TMP B Palembang) The research is a descriptive qualitative research with data collection methods in the form of literature study and interviews. The results was indicate that the process of implementing the Tender Cepat for operational service vehicles at KPPBC TMP B Palembang is accordance with applicable regulations in the field of procurement of goods/services. Constraints faced during the implementation process were related to the negotiation procress, area coverage, and the completeness of thr technical specifications for the work. Overall, these obstacles do not affect the technical implementation of the work but have an impact on the decline in the quality of the goods obtained.
