Abstract

Tujuan penelitian ini adalah membahas mengenai Tinjauan Pelaksanaan Sertifikasi Tanah Negara dalam Rangka Pengamanan BMN pada Wilayah Kerja KPKNL Surakarta. Analisis data menggunakan teknik analisa deskriptif dalam bentuk kualitatif. Pengumpulan data dilakukan dengan wawancara, observasi, dan studi kepustakaan. Dasar hukum yang menjadi dasar pelaksanaan program adalah Peraturan Bersama Menteri Keuangan dan Kepala Badan Pertanahan Republik Indonesia Nomor 186/PMK.06/2009 dan Nomor 24 Tahun 2009 tentang Pensertipikatan Barang Milik Negara berupa Tanah. Hasil penelitian menunjukkan pelaksanaan program sertifikasi BMN berupa tanah pada wilayah kerja KPKNL Surakarta menunjukkan hasil yang positif. Hasil pelaksanaan program pada tahun 2020 – 2022 mencapai target. Meskipun hasil yang dicapai memuaskan tetapi masih terdapat beberapa permasalahan dalam pelaksanaan program yaitu kurangnya pengetahuan satuan kerja terkait objek yang dikuasai, kesulitan dalam melengkapi dokumen kepemilikan, dan berubahnya jumlah bidang tanah yang ditargetkan. Permasalahan dapat diselesaikan oleh KPKNL Surakarta dengan melakukan pemeriksaan lapangan, penerbitan aturan baru, dan melakukan koordinasi. Dengan demikian pelaksanaan program sertifikasi BMN berupa tanah pada wilayah kerja KPKNL Surakarta secara umum berhasil dan sesuai dengan peraturan yang berlaku./The purpose of this study is to discuss the Overview of the Implementation of State Land Certification in the Context of BMN Security in the KPKNL Surakarta Working Area. Data analysis uses descriptive analysis techniques in qualitative form. Data collection is done by interview, observation, and literature study. The legal basis for implementing the certification program is the Joint Regulation of the Minister of Finance and the Head of the Land Agency of the Republic of Indonesia Number 186/PMK.06/2009 and Number 24 of 2009 concerning certificate BMN in the form of land. The result from this study it was shown that the implementation of the BMN certification program in the form of land in the KPKNL Surakarta working area showed a positive result. In 2020 – 2022 the result of the program has reached the set target. Although the result achieve were satisfactory, there were still some problems in implementing the program among them, the lack of knowledge regarding the objects owned, difficulties in completing ownership documents, and changes in the number of targeted land parcels. Any problems can be resolved by KPKNL Surakarta by conducting field inspections, issuing new regulations, and coordinating. Thus, the implementation of the BMN certification program in the form of land in the KPKNL Surakarta working area is generally successful and by applicable regulations.
