Abstract

Karya Tulis Tugas Akhir (KTTA) ini mengangkat tema Penilaian Barang Milik Negara (BMN) Berupa Menara Telekomunikasi/Penyiaran. Pengangkatan tema ini dilatarbelakangi oleh semakin tingginya permintaan terhadap menara telekomunikasi/penyiaran. Hal ini disebabkan oleh semakin banyaknya kegiatan yang dilakukan secara daring (dalam jaringan) terlebih di tengah pandemi covid19 seperti sekarang ini. Banyaknya permintaan ini tentu saja meningkatkan potensial BMN berupa menara telekomunikasi/penyiaran. Potensi ini tidak berbanding lurus dengan perkembangan penilaian menara telekomunikasi/penyiaran karena dalam proses pelaksanaannya masih terdapat banyak kendala. Kendala ini dapat menyebabkan tidak optimalnya Penerimaan Negara Bukan Pajak (PNBP), padahal di tengah keadaan ekonomi yang tidak menentu seperti sekarang ini pemerintah harus dapat memanfaatkan secara optimal semua sumber pendapatan yang ada. Penelitian ini bertujuan untuk menggambarkan proses penilaian menara telekomunikasi/penyiaran dan menemukan kesulitan dan/atau hambatan yang dihadapi dalam pelaksanaannya. Objek yang digunakan adalah Menara Kisi Jeruji RRI Sibolga dan pendekatan yang digunakan dalam penilaian adalah Pendekatan Biaya. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif dan kuantitatif. Metode pengumpulan data yang diterapkan dalam karya tulis ini adalah studi kepustakaan dan studi lapangan. Sumber data dalam penelitian ini diperoleh dari dokumen-dokumen objek penilaian, observasi objek secara langsung, dan wawancara dengan beberapa pihak terkait. Hasil dari karya tulis ini adalah nilai wajar menara telekomunikasi/penyiaran RRI Sibolga dan kesulitan dan/atau hambatan dalam pelaksanaan penilaiannya. / This Final Project Paper has the theme Valuation of State Property in the form of Telecommunication/Broadcasting Towers. The reason for the adoption of this theme is the increasing demand for telecommunications/broadcasting towers. This is due to the increasing number of activities being carried out online (on the network), especially in the midst of the COVID-19 pandemic, as it is today. This high demand certainly increases the potential of state property in the form of telecommunication/broadcasting towers. This potential is not directly proportional to the development of the assessment of telecommunication/broadcasting towers because in the implementation process there are still many obstacles. This obstacle can lead to non-optimal Non-Tax State Revenue, even though in the midst of an uncertain economic situation like today, the government must be able to optimally utilize all existing sources of income. xiii This study aims to describe the process of assessing telecommunications/broadcasting towers and to find the difficulties and/or obstacles faced in its implementation. The object used is the Tower of Bars RRI Sibolga and the approach used in the assessment is the Cost Approach. The research approach used is a qualitative and quantitative approach. The data collection method applied in this paper is literature study and field study. Sources of data in this study were obtained from documents of the object of assessment, direct object observation, and interviews with several related parties. The result of this paper is the fair value of the RRI Sibolga telecommunication/broadcasting tower and the difficulties and/or obstacles in the implementation of the valuation.
