Abstract
Karya tulis ini dilatarbelakangi oleh semakin pesatnya minat masyarakat dalam melakukan impor barang kiriman e-commerce yang menyebabkan tingginya ekspektasi masyarakat terhadap waktu penyelesaian berbagai administrasi dan kewajiban kepabeanan atas barang yang diimpornya. PT Sinergi Karya Kharisma merupakan salah satu PJT E-Commerce yang bergerak di bawah pengawasan KPU Bea Cukai Tipe C Soekarno-Hatta sebagai salah satu bandara dengan volume tertinggi atas impor barang kiriman melalui jalur udara. Tujuan dilakukannya penelitian ini adalah untuk mengetahui proses, msalah dan hambatan, serta faktor apa saja yang mempengaruhi pengeluaran impor barang kiriman e-commerce melalui PT Sinergi Karya Kharisma. Dalam penelitian ini, penulis menggunakan metode penelitian kualitatif yang bersifat deskriptif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah studi kepustakaan dan studi lapangan. Studi lapangan digunakan penulis dengan cara melakukan wawancara dan observasi lapangan. Dari penelitian tersebut, didapat faktor-faktor yang mempengaruhi waktu proses pengeluaran impor barang kiriman, antara lain: Kesiapan barang untuk dilakukan X-Ray, jumlah barang yang akan dilakukan X-Ray, jumlah dan kualitas SDM yang melakukan X-Ray, lama peneltitian dokumen oleh PDTT, barang yang diimpor merupakan barang lartas, kesiapan barang untuk dilakukan pemeriksaan fisik, dan lamanya respon atas NPD. Waktu yang diperlukan dalam proses pengeluaran impor barang kiriman e-commerce di PT SKK sudah cukup baik meskipun masih ada beberapa hambatan, antara lain: Hanya ada 2 shift petugas X-Ray, aturan terkait penyampaian pemberitahuan kesiapan barang yang masih belum jelas, uraian barang yang seringkali membingungkan pemeriksa fisik dan PDTT, volume barang yang meningkat drastis ketika ada promo besar-besaran, dan PT SKK yang masih belum menggunakan skema pembayaran DDP./ This paper is motivated by the rapid increase in public interest in importing e-commerce shipments, which causes high public expectations of the completion time of various administrations and customs obligations for imported goods. PT Sinergi Karya Kharisma is one of the E-Commerce PJTs operating under the supervision of the KPU Bea Cukai Tipe C Soekarno-Hatta as one of the airports with the highest volume of imported goods shipped by air. This research aims to find out the process, problems and obstacles, as well as what factors affect the import expenditure of e-commerce shipments through PT Sinergi Karya Kharisma. In this study, the author uses a descriptive qualitative research method. The data collection technique used in this research is literature study and field study. The writer used the field study by conducting interviews and field observations. From this research, it was found that the factors that affect the processing time for the import of consigned goods, among others: Readiness of goods for X-Ray, the number of goods to be X-Ray, the number and quality of human resources who perform X-Ray, number of document checked by PDTT, the imported goods are finished goods, the readiness of the goods for physical inspection, and the duration of the response to the NPD. The time required to issue imports of e-commerce consignments at PT SKK is quite good. However, there are still several obstacles, including only two shifts of X-Ray officers, the rules regarding the delivery of notification of the readiness of goods are still unclear, and the description of the goods required is unclear. Often confuse physical inspectors and PDTT, the volume of goods increases when there is a big discount, and PT SKK is still not using the DDP payment scheme.
