Abstract
Optimalisasi Gedung dan Asrama BDK Pekanbaru yang tidak maksimal mendorong setiap pihak untuk mengulik lagi masalah dibalik pelaksanaannya, guna melihat efektivitas dari optimalisasi yang telah diterapkan sejauh ini. Dalam pelaksanaannya ternyata terdapat beberapa hal yang dapat dikatakan sebagai fokus masalah yang muncul, dari penetapan nilai sewa yang terlalu mahal bagi penyewa, efektivitas praktik di lapangan terkait dengan peraturan perundang-undangan sewa yang berlaku masih kurang, penetapan optimalisasi (pemanfaatan) yang kurang sesuai terhadap kondisi, dan kurangnya peraturan yang mengatur terkait optimalisasi selain sewa. Untuk itu diberikan beberapa ide yang dapat mengatasi permasalahan-permasalahan tadi, seperti dilakukannya penurunan tarif sewa apabila ingin mempertahankan jenis pemanfaatannya berupa sewa, dapat dilakukan penggantian optimalisasi yang dilakukan, dan tentunya di luar pelaksanaan optimalisasi yang dipilih oleh pihak BDK Pekanbaru banyak hal kembali harus diperhatikan baik peraturan, kondisi dan berbagai hal terkait lainnya. Dengan memecahkan masalah tadi sekiranya Gedung dan Asrama BDK Pekanbaru tidak lagi idle dan dapat beroperasi dengan optimal./ The optimization of the BDK Pekanbaru Building and Dormitory which is not optimal encourages each party to explore the problems behind its implementation, in order to see the effectiveness of the optimization that has been implemented so far. In its implementation, it turns out that there are several things that can be said to be the focus of the problems that arise, from determining the rental value that is too expensive for the tenant, the effectiveness of practice in the field related to the applicable rental legislation is still lacking, the determination of optimization (utilization) that is not suitable for the tenants. conditions, and the lack of regulations governing optimization other than leases. For this reason, several ideas are given that can overcome these problems, such as reducing the rental rate if you want to maintain the type of utilization in the form of a lease, replacing the optimization carried out, and of course outside of the optimization chosen by the BDK Pekanbaru, many things must be considered again. both regulations, conditions and various other related matters. By solving this problem, if the Pekanbaru BDK Building and Dormitory are no longer idle and can operate optimally.
