Abstract
ABSTRAK Penelitian ini bertujuan untuk mengetahui proses implementasi manajemen kinerja pada Badan Siber dan Sandi Negara, hambatan dan tantangan dalam proses implementasi, serta memetik pelajaran dari proses implementasi manajemen kinerja pada Badan Siber dan Sandi Negara. Penelitian ini menggunakan metode kualitatif melalui studi evaluatif dengan pendekatan studi kasus menggunakan metode wawancara, pengisian form pertanyaan, serta analisis dokumen untuk mengumpulkan data. Informan dipilih menggunakan metode purposive sampling yang terdiri dari pengelola kinerja, pengawas kinerja, serta pemilik kinerja pada Badan Siber dan Sandi Negara. Data dianalisis menggunakan teknik analisis domain dan analisis taksonomi. Hasil penelitian menunjukkan bahwa secara formal, proses manajemen kinerja yang dilakukan pada Badan Siber dan Sandi Negara telah sesuai dengan regulasi Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi namun, secara substansinya masih memerlukan penyempurnaan dalam penerapannya, antara lain dalam menerapkan prinsip SMART-C. Pelajaran yang dapat dipetik dari tantangan yang dihadapi oleh Badan Siber dan Sandi Negara ialah bahwa pencapaian tujuan Badan Siber dan Sandi Negara sangat dipengaruhi oleh dukungan, kesamaan persepsi, dan sinergi antara Badan Siber dan Sandi Negara dengan instansi lain di luar Badan Siber dan Sandi Negara. Keberhasilan pencapaian IKU Badan Siber dan Sandi Negara tidak sepenuhnya berada dalam kendali langsung Badan Siber dan Sandi Negara. Kata Kunci: Manajemen Kinerja, Badan Siber dan Sandi Negara, Kinerja xii ABSTRACT This study aims to examine the process of implementing performance management at the National Cyber and Crypto Agency, the obstacles and challenges encountered during the implementation process, and the lessons learned from the performance management implementation at the National Cyber and Crypto Agency. The study employs a qualitative research method through an evaluative study with a case study approach, utilizing interviews, questionnaire forms, and document analysis for data collection. Informants are selected using a purposive sampling method, consisting of performance managers, performance supervisors, and performance owners within at National Cyber and Crypto Agency. Data analysis is conducted using domain analysis and taxonomic analysis techniques. The findings reveal that, formally, the performance management process at the National Cyber and Crypto Agency aligns with the regulations set by the Ministry of Administrative and Bureaucratic Reform. However, in terms of substance, further improvements are needed in its implementation, particularly in applying the SMART-C principles. One key lesson learned from the challenges faced by the National Cyber and Crypto Agency is that the achievement of the agency's objectives is significantly influenced by support, shared perceptions, and synergy between the National Cyber and Crypto Agency and external institutions. Moreover, the achievement of National Cyber and Crypto Agency’s Key Performance Indicators (KPI) is not entirely within the agency’s direct control.
