Abstract
Penelitian ini mengevaluasi terkait pelaksanaan Dana Alokasi Khusus (DAK) Fisik di Kabupaten Kudus selama 2018 s.d. 2020 yang dilihat dari sisi perencanaan sampai terbentuknya output dan pengaruhnya terhadap sektor perekonomian di Kabupaten Kudus. Fokus utama yang ditekankan adalah evaluasi perencanaan Pemerintah Daerah dalam menentukan sektor perekonomian yang dapat dikembangkan lewat DAK Fisik dan menyajikan metode baru dalam menentukan sektor perekonomian potensial dengan lebih akurat. Metode baru tersebut adalah gabungan dari analisis Typology Klassen, gabungan LQ DLQ, dan Shift Share. Data yang digunakan adalah data PDRB harga konstan Kabupaten Kudus dan Provinsi Jawa Tengah pada tahun 2018 s.d. 2020. Hasil penelitian ini menunjukkan bahwa Pemerintah Daerah Kabupaten Kudus telah mengalokasikan DAK Fisiknya secara tepat ke sektor-sektor yang potensial, meskipun metode yang digunakan Pemerintah Daerah Kabupaten Kudus dalam menentukan sektor potensial tersebut kurang akurat. Selain itu, keseluruhan pelaksanaan DAK fisik Kabupaten Kudus telah cukup baik dan mampu berpengaruh dalam pembangunan sektor-sektor perekonomian di daerah./ This study evaluates the implementation of the Physical Special Allocation Fund in Kudus Regency during 2018 until 2020 from the planning side until produce output and the effect on the economic sector in Kudus Regency. The main focus is on evaluating local government planning in determining economic sectors that can be developed through the Physical Special Allocation Fund and presenting new methods in determining potential economic sectors more accurately. The new method is a combination of Typology Klassen analysis, a combination of LQ DLQ, and Shift Share. The data used is constant basic price GRDP in Kudus Regency and Central Java Province in 2018 s.d. 2020. The results of this study indicate that the method used by the Kudus Regency Regional Government in determining these potential sectors is less accurate but Kudus Regency Government has allocated its Physical Special Allocation Fund appropriately to potential sectors. In addition, the overall implementation of the Physical Special Allocation Fund in Kudus Regency has been quite good and could influence the development of economic sectors in the region.
