Abstract

Karya Tulis ini membahas mengenai implementasi penganggaran berbasis kinerja berupa Laporan Kinerja yang merupakan salah satu hasil akhir dari kegiatan monitoring dan evaluasi pelaksanaan anggaran pada Kantor Wilayah Direktorat Jenderal Perbendaharaan Provinsi Jawa Tengah tahun 2020 dan 2021. Dengan pendekatan kualitatif, penelitian ini menekankan pada analisis capaian kinerja. Kerangka pemikiran karya tulis ini berangkat dari konsep dasar monitoring dan evaluasi, laporan kinerja serta balance scorecard yang terkandung didalamnya. Hasil penelitian menunjukkan bahwa terdapat 2 indikator kinerja yang stabil/tetap, 3 penambahan indikator kinerja, 1 penggabungan atas 2 indikator kinerja tahun sebelumnya, 6 indikator kinerja yang mengalami penurunan, serta 8 indikator kinerja yang mengalami peningkatan./ This paper discusses the implementation of performance-based budgeting in the form of a Performance Report which is one of the final results of the monitoring and evaluation of budget implementation at the Regional Office of the Directorate General of Treasury of Central Java Province in 2020 and 2021. With a qualitative approach, this study emphasizes the analysis of performance achievements. The framework of this paper departs from the basic concepts of monitoring and evaluation, performance reports and the balance scorecard contained therein. The results showed that there were 2 stable/fixed performance indicators, 3 additional performance indicators, 1 combining of 2 previous year's performance indicators, 6 declining performance indicators, and 8 increasing performance indicators.
