Abstract

Pengadaan barang dan jasa merupakan sebuah kegiatan yang rutin dilakukan pada setiap instansi, baik yang berasal dari instansi pemerintah maupun instansi swasta. Kegiatan ini dilakukan guna memenuhi kebutuhan akan barang dan jasa pada instansi terkait. Penelitian ini bertujuan untuk meninjau proses pengadaan barang/jasa yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Provinsi Kalimantan Barat. Proses pengadaan barang dan jasa tersebut dilakukan dengan memeriksa kesesuaian prosedur pengadaan dengan Peraturan Presiden Republik Indonesia Nomor 12 Tahun 2021 yang merupakan perubahan dari Peraturan Presiden Nomor 16 Tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah. Data pada penelitian ini diperoleh dari wawancara narasumber dan pengecekan dokumen bukti pengadaan. Hasil dari penelitian ini menunjukkan tidak terjadi masalah yang signifikan. Hanya terdapat masalah pada proses administrasi yang lamban. Proses pengadaan barang/jasa pada Dinas Kependudukan dan Pencatatan Sipil Provinsi Kalimantan Barat sudah memenuhi prinsip pengadaan barang dan jasa dan sesuai dengan peraturan perundang-undangan yang berlaku hingga KTTA ini dibuat./Procurement of goods and services is a regular activity that exists in every agency, both government agencies and private agencies. This activity is held for the sake of fulfilling the needs of goods and services in agencies. This study aims to review the process of procurement of goods and services carried out by the Department of Population and Civil Registration of West Borneo Province. The process of procuring goods and services is carried out by checking compliance with Presidential Regulation of the Republic of Indonesia Number 12 of 2021 which is the modification of Presidential Regulation of the Republic of Indonesia Number 16 of 2018 concerning Government Procurement of Goods/Services. The data in this study were obtained by interviewing and checking procurement evidence. The results of this study indicate that there are no significant problems―only sluggish administration problems. The process of procuring goods/services at the Department of Population and Civil Registration of West Borneo Province has complied with the procurement principles of goods/services and is by statutory regulation
