Abstract

Pengadaan barang/jasa pemerintah dilaksanakan berdasarkan Peraturan Presiden Nomor 12 Tahun 2021 tentang Perubahan atas Peraturan Presiden Nomor 16 Tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah. Penelitian ini bertujuan untuk mengetahui kesesuaian antara proses pengadaan dengan ketentuan yang berlaku, serta pemasalahan/kendala dan solusinya. Objek penelitian dilakukan pada Kantor Pelayanan Perbendaharaan Negara (KPPN) Klaten dengan pengadaan Pekerjaan Penataan Ruang Activity Based Working (ABW) pada tahun anggaran 2021. Penelitian ini secara khusus menganalisis proses pengadaan tersebut mulai dari tahap perencanaan, persiapan, dan pelaksanaan pengadaan hingga serah terima hasil pekerjaan. Pengumpulan data dan informasi pada penelitian ini dilakukan dengan studi pustaka, wawancara, dan observasi. Hasil penelitian menemukan bahwa terdapat satu proses pengadaan yang tidak dijalankan, yaitu tidak dilakukannya pengumuman Rencana Umum Pengadaan (RUP) pada aplikasi atau web SiRUP. Selain itu terdapat kendala dalam menentukan spesifikasi teknis karena pagu anggaran yang terbatas dan kesalahan input data pada dokumen SPM/SP2D sehingga diperlukan evaluasi terkait proses pengadaan pada KPPN Klaten supaya sesuai dengan ketentuan yang berlaku./ Procurement of government goods/services is carried out based on Presidential Regulation Number 12 of 2021 concerning Amendments to Presidential Regulation Number 16 of 2018 concerning Procurement of Government Goods/Services. This study aims to determine the suitability of the procurement process with applicable regulations, as well as problems/obstacles and their solutions. The object of research was carried out at the Klaten State Treasury Service Office with the procurement of Activity Based Working (ABW) Spatial Planning in the 2021 fiscal year. This study specifically analyzed the procurement process starting from the planning, preparation, and implementation stages of procurement to handing over the results. profession. The collection of data and information in this study was carried out by literature study, interviews, and observation. The results of the study found that there was one procurement process that was not carried out, namely the absence of an announcement of the General Procurement Plan (RUP) on the SiRUP application or web. In addition, there are obstacles in determining technical specifications due to the limited budget ceiling and data input errors in the SPM/SP2D document, so an evaluation is needed regarding the procurement process at KPPN Klaten so that it is in accordance with applicable regulations.
