Abstract

Barang Milik Negara (BMN) merupakan bagian penting dalam keuangan negara yang dimiliki oleh setiap satuan kerja. Pengelolaan BMN sangat diperlukan karena sebagai penunjang tugas dan fungsi dari satuan kerja. Salah satu pengelolaan BMN dibahas pada karya tulis ini yaitu penggunaan BMN. Penggunaan BMN dilakukan sesuai prinsip akuntabilitas agar dapat menunjang keberhasilan dalam pelaksanaan penggunaan BMN. Secara khusus karya tulis ini membahas tentang penggunaan BMN berupa kendaraan dinas di Lanud Adi Soemarmo yang sesuai prinsip akuntabilitas. Tujuan karya tulis ini adalah untuk mengetahui pelaksanaan prinsip akuntabilitas, faktor pendukung dan penghambar dalam penggunaan BMN kendaraan dinas di Lanud Adi Soemarmo, mengetahui pengawasan penggunaan BMN. Metode yang digunakan yaitu studi kepustakaan dan studi lapangan berupa observasi dan wawancara. Hasil penelitian menunjukkan bahwa penggunaan BMN kendaraan dinas di Lanud Adi Soemarmo terdapat 4 tahapan yaitu tahap persiapan, tahap pengajuan, tahap penetapan dan tahap pendaftaran. 4 tahapan tersebut dilaksanakan sesuai dengan prinsip akuntabilitas sehingga meminimalisir adanya kecurangan oleh pegawai. Faktor pendukung dalam pelaksanaan penggunaan BMN yang sesuai dengan prinsip akuntabilitas adalah adanya sumber daya manusia yang berkualitas dan fasilitas yang menunjang. Adapun faktor penghambatnya adalah adanya masalah waktu seperti keterlambatan. Pengawasan yang ketat secara periodik dan saling kerja sama antar pegawai dapat mencegah faktor-faktor penghambat lainnya./ State property is an important part of state finances owned by each work unit. Management of state property is very necessary because it supports the tasks and functions of the work unit. One of the management of state property which is discussed in this paper is the use of state property. The use of state property is carried out in accordance with the principle of accountability in order to support success in the implementation of the use of state property. In particular, this paper discusses the use of state property in the form of official vehicles at Adi Soemarmo Air Base in accordance with the principle of accountability. The purpose of this paper is to determine the implementation of the principle of accountability, supporting and inhibiting factors in the use of state-owned goods, official vehicles at Adi Soemarmo Air Base, and to know the supervision of the use of state-owned assets. The method used is literature study and field study in the form of observation and interviews. The results showed that the use of state-owned official vehicles at Adi Soemarmo Air Base had 4 stages, namely the preparation stage, the submission stage, the determination stage and the registration stage. The 4 stages are carried out in accordance with the principle of accountability so as to minimize fraud by employees. The supporting factor in implementing the use of state property in accordance with the principle of accountability is the existence of quality human resources and supporting facilities. The inhibiting factor is time problems such as delays. Periodic strict supervision and mutual cooperation between employees can prevent other inhibiting factors.
