Abstract

Usaha Mikro, Kecil, dan Menengah (UMKM) merupakan bentuk usaha yang memegang peranan penting dalam pembangunan ekonomi nasional dan penyerapan tenaga kerja di Indonesia. Sejauh ini, UMKM telah berkontribusi sebesar 61,07% terhadap total Produk Domestik Bruto (PDB) dan mempunyai tingkat penyerapan tenaga kerja sekitar 97% dari seluruh tenaga kerja nasional. UMKM memainkan peran penting dalam pertumbuhan ekonomi negara dan memiliki potensi besar untuk meningkatkan taraf hidup masyarakat. Sebagai upaya Pemulihan Ekonomi Nasional (PEN) selama masa pandemi Covid-19, pemerintah membentuk program Bantuan Langsung Tunai (BLT) UMKM. Secara garis besar, penelitian ini bertujuan untuk meninjau rancangan dan realisasi pelaksanaan program BLT UMKM di Kabupaten Sragen. Metode penelitian yang digunakan adalah penelitian kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara, dokumentasi, dan studi kepustakaan dengan data yang bersumber dari instansi berupa data primer dan data sekunder yang relevan dengan topik penelitian. Hasil penelitian menunjukkan bahwa program BLT UMKM telah dilaksanakan sesuai dengan peraturan yang berlaku. Pelaksanaan program BLT UMKM sudah tepat sasaran tetapi dalam pemerataannya masih belum optimal. Dinas Koperasi Kabupaten Sragen perlu menggiatkan sosialisasi agar informasi tersebar secara merata dan program bantuan berjalan dengan optimal. Micro, Small and Medium Enterprises (MSMEs) are forms of business that play an important role in national economic development and employment in Indonesia. So far, MSMEs have contributed 61.07% to the total Gross Domestic Product (GDP) and have a labor absorption rate of around 97% of the entire national workforce. MSMEs play an important role in the country's economic growth and have great potential to improve people's lives. As an effort to restore the National Economy (PEN) during the Covid-19 pandemic, the government established the MSME Direct Cash Assistance (BLT) program. Broadly speaking, this study aims to review the design and implementation of the MSME BLT program in Sragen Regency. The research method used is qualitative research. Data collection techniques used are interviews, documentation, and literature study with data sourced from agencies in the form of primary data and secondary data relevant to the research topic. The results showed that the MSME BLT program had been implemented in accordance with applicable regulations. The implementation of the MSME BLT program is right on target, but its distribution is still not optimal. The Cooperative Office of Sragen Regency needs to intensify socialization so that information is spread evenly and the aid program runs optimally.
