Abstract

Dalam Peraturan Menteri Keuangan Nomor 246 Tahun 2014 Tentang Tata Cara Pelaksanaan Penggunaan BMN pada pasal 9 diatur bahwa BMN yang berada dalam penguasaan Pengguna Barang hanya dapat diusulkan untuk dilakukan Penggunaan untuk dioperasikan setelah memperoleh Penetapan Status Penggunaan, kecuali ditetapkan lain dalam PMK dan Perundang-Undangan. Dalam karya tulis ini, KPKNL Bandar Lampung mengalami kendala terkait jangka waktu PSP BMN yang diperlukan cukup panjang sehingga dibutuhkan adanya inovasi baru agar berjalannya PSP BMN dapat berjalan dengan optimal, salah satunya dengan memanfaatkan aplikasi SIMAN. Adanya 4 (empat) kendala utama yang terjadi dalam proses PSP BMN, khususnya di KPKNL Bandar Lampung, yaitu adanya persepsi yang kurang tepat terhadap pelaksanaan kegiatan PSP BMN yang dianggap hal yang sepele, namun sebenarnya hal ini penting dilakukan agar tercipta adanya tertib administrasi dengan data-data yang lengkap dan jelas. Dilanjutkan dengan adanya pendapat dari Kepala Bidang PKNSI KPKNL Bandar Lampung yang mengatakan bahwa kurang optimalnya pelaksanaan PSP BMN dalam hal waktu dan biaya. Lalu masih banyaknya satker yang kurang memahami alur pengelolaan BMN, sehingga kerap kali beberapa satker tidak melakukan penetapan status barang yang dikelolanya dan baru diketahui pada saat dilakukan proses penghapusan. Yang terakhir adalah proses PSP BMN dapat memakan waktu yang cukup lama karena masih ada satker yang butuh beberapa kali mengajukan PSP BMN sampai dengan dokumen-dokumen yang diperlukan secara lengkap diberikan kepada KPKNL Bandar Lampung. Dari beberapa masalah tersebut, ketua PKNSI KPKNL Bandar Lampung memberikan pendapatan agar memasukkan fitur pelaksanaan PSP BMN ke dalam aplikasi SIMAN untuk mengoptimalkan pelaksanaan PSP BMN. / In the Regulation of the Minister of Finance Number 246 of 2014 (as last amended by Regulation of the Minister of Finance Number 76 of 2019) it is regulated that BMN which is in the control of the User of Goods can only be proposed for Use to be operated after obtaining the Determination of the Status of Use, unless otherwise stipulated in the PMK and legislation. In this paper, the Bandar Lampung KPKNL encountered problems related to the length of time required for determining the status of BMN usage, so that new innovations were needed and the determination of the status of BMN usage could run optimally, one of which was by utilizing the SIMAN application. There are 4 (four) main obstacles that occur in the process of determining the status of the use of BMN, especially in the KPKNL Bandar Lampung, namely the existence of an inaccurate perception of the implementation of activities. orderly administration with complete and clear data. This was followed by an opinion from the Head of the PKNSI KPKNL Bandar Lampung which said that the implementation of the determination of the status of the use of BMN in terms of time and cost was not optimal. Then there are still many work unit who do not understand the flow of BMN management, so that often several work unit do not determine the status of the goods they manage and only find out when the deletion process is carried out. Finally, the process of determining the status of the use of BMN can take quite a long time because there are still work unit who need several times to apply for the determination of the status of the use of BMN until the required documents in full are given to KPKNL Bandar Lampung. From some of these problems, the head of PKNSI KPKNL Bandar Lampung provides income to include the implementation feature of Determining the status of using BMN into the SIMAN application to optimize the implementation of Determining the status of using BMN.
