Abstract

Pada tahun 2023, terjadi perubahan mekanisme penyaluran beberapa dana Transfer ke Daerah yang awalnya disalurkan oleh DJPK, beralih menjadi KPPN. Pada Laporan IKU Penyaluran Dana Transfer Provinsi Sulawesi Utara Semester I Tahun 2023, Kabupaten Kepulauan Sangihe mendapatkan nilai terendah. Oleh karena itu, penulis ingin meneliti terkait efektivitas dari perubahan mekanisme penyaluran dana Tranfer ke Daerah di Kabupaten Kepulauan Sangihe. Tujuan dari penelitian ini adalah untuk mengetahui persepsi pelaku dalam menghadapi perubahan mekanisme penyaluran dan efektivitas dari mekanisme penyaluran dana Transfer ke Daerah melalui KPPN di Kabupaten Kepulauan Sangihe pada tahun 2023. Jenis penelitian ini adalah deskriptif kualitatif dengan metode yang digunakan adalah dengan metode studi kepustakaan dan wawancara dengan tiga narasumber dari BPKPD Kabupaten Kepulauan Sangihe, KPPN Tahuna, dan DJPK. Hasil penelitian ini menunjukkan bahwa pelaku memiliki persepsi yang positif dalam hal efisiensi, waktu, peran, dan implementasi, sedangkan tingkat kompleksitas dalam berkoordinasi meningkat serta perlu penyesuaian pada aplikasi software. Untuk tingkat efektivitas dari lima indikator, empat indikator menunjukkan bahwa mekanisme penyaluran dana TKD melalui KPPN di Kabupaten Kepulauan Sangihe pada tahun 2023 sudah efektif, tetapi satu indikator belum dapat dibuktikan karena keterbatasan waktu penelitian. In 2023, there was a change in the distribution mechanism of several Regions Transfer Funds which were initially channeled by DJPK, switching to KPPN. In the IKU Report on the Distribution of Transfer Funds for North Sulawesi Province Semester I Year 2023, the Sangihe Islands Regency received the lowest score. Therefore, the author wants to examine the effectiveness of changes in the mechanism for channeling Regions Transfer Funds in the Sangihe Islands Regency. The purpose of this study is to determine the perceptions of actors in dealing with changes in the distribution mechanism and the effectiveness of the mechanism for channeling Regions Transfer Funds through KPPN in the Sangihe Islands Regency in 2023. This type of research is descriptive qualitative with the method used is the literature study method and interviews with three resource persons from BPKPD Sangihe Islands Regency, KPPN Tahuna, and DJPK. The results of this study indicate that actors have a positive perception in terms of efficiency, time, role, and implementation, while the level of complexity in coordinating increased and needs adjustments to the software application. For the effectiveness level from the five indicators, four indicators show that the mechanism for channeling Regions Transfer Funds funds through KPPN in the Sangihe Islands Regency in 2023 is effective, but one indicator cannot be proven due to limited research time.
