Abstract

Economic growth is closely related to national development and is an indicator in measuring the economy in a region. Unequal economic growth occurred in Indonesia, including East Java Province. There are economic disparities at the city, district, and village levels. Fiscal decentralization exists as a policy in the context of giving authority to Regional Governments in managing revenues and expenditures with the aim of providing public services. Through Transfers to Regions and Village Funds (TKDD) it will become regional revenue which will later be managed to produce expenditures that encourage regional economic growth. The fiscal decentralization policies that are the object of this research are the General Allocation Fund (DAU), the Special Allocation Fund (DAK), the Revenue Sharing Fund (DBH), and the Village Fund. This study aims to test and prove empirically the influence of the General Allocation Fund (DAU), the Special Allocation Fund (DAK), the Revenue Sharing Fund (DBH), and the Village Fund on regional economic growth. The data used is GRDP data to see economic growth and the realization of DAU, DAK, DBH, and Village Funds in the districts of East Java Province from 2018 to 2022. The population in this study is the Regional Governments of 29 districts in East Java Province, and 26 districts that met the sample criteria, so that the number of observations analyzed became 130. Data sources came from the websites of the Directorate General of Fiscal Balance and the Central Bureau of Statistics. Tests in this study using quantitative methods with multiple linear regression analysis. The test results show that DAK has a significant and positive effect on economic growth, DBH has a significant and positive effect on economic growth, Village Funds has a significant and negative effect on economic growth, and DAU has no significant effect on economic growth. Pertumbuhan ekonomi erat kaitannya dengan pembangunan nasional dan merupakan indikator dalam mengukur ekonomi pada suatu wilayah. Pertumbuhan ekonomi yang tidak merata terjadi di Indonesia termasuk Provinsi Jawa Timur. Adanya kesenjangan ekonomi terjadi pada tingkat kota, kabupaten, hingga desa. Desentralisasi fiskal hadir sebagai kebijakan dalam rangka memberikan kewenangan kepada Pemerintah Daerah dalam mengelola pendapatan dan pengeluaran dengan tujuan untuk penyediaan layanan publik. Melalui Transfer ke Daerah dan Dana Desa (TKDD) akan menjadi penerimaan daerah yang nantinya akan dikelola untuk menghasilkan pengeluaran yang mendorong pertumbuhan ekonomi daerah. Kebijakan desentralisasi fiskal yang menjadi obyek dalam penelitian ini yaitu Dana Alokasi Umum (DAU), Dana Alokasi Khusus (DAK), Dana Bagi Hasil (DBH), dan Dana Desa. Penelitian ini memiliki tujuan untuk menguji dan membuktikan secara empiris mengenai pengaruh Dana Alokasi Umum (DAU), Dana Alokasi Khusus (DAK), Dana Bagi Hasil (DBH), dan Dana Desa terhadap pertumbuhan ekonomi daerah. Data yang digunakan adalah data PDRB untuk melihat pertumbuhan ekonomi dan realisasi DAU, DAK, DBH, dan Dana Desa di Kabupaten Provinsi Jawa Timur dari tahun 2018 sampai dengan tahun 2022. Populasi dalam penelitian ini adalah Pemerintah Daerah Kabupaten di Provinsi Jawa Timur sebanyak 29 kabupaten, dan yang memenuhi kriteria sampel adalah 26 kabupaten, sehingga jumlah pengamatan yang dianalisis menjadi 130. Sumber data berasal dari website Direktorat Jenderal Perimbangan Keuangan dan Badan Pusat Statistik. Pengujian dalam penelitian ini menggunakan metode kuantitatif dengan analisis regresi linier berganda. Hasil pengujian mendapatkan hasil bahwa DAK berpengaruh signifikan dan positif terhadap pertumbuhan ekonomi, DBH berpengaruh signifikan dan positif terhadap pertumbuhan ekonomi, Dana Desa berpengaruh signifikan dan negatif terhadap pertumbuhan ekonomi, serta DAU tidak berpengaruh signifikan terhadap pertumbuhan ekonomi.
