Abstract

Abstrak Penelitian ini menganalisis pengaruh pembangunan stasiun MRT terhadap kenaikan nilai lahan di sekitar Stasiun MRT Lebak Bulus serta memprediksi kenaikan nilai lahan di rencana Stasiun MRT Kembangan pada koridor Timur Barat dengan metode benefit transfer. Model regresi linear berganda dengan pendekatan harga hedonik digunakan untuk mengidentifikasi variabel yang memengaruhi kenaikan nilai lahan, seperti aksesibilitas, luas tanah, luas bangunan, dan kepadatan penduduk. Aksesibilitas diukur melalui jarak ke stasiun MRT, jalan utama, lebar jalan muka, dan keberadaan transportasi pendukung. Hasil regresi menunjukkan semua variabel independen berpengaruh signifikan terhadap nilai lahan dengan koefisien determinasi (R²) 79,6%. Uji akurasi pada rencana Stasiun Kembangan menunjukkan MAPE 13%, mengindikasikan potensi kenaikan nilai lahan yang setara dengan Stasiun MRT Lebak Bulus setelah penyesuaian. Potensi ini dapat dimanfaatkan sebagai alternatif pendanaan sesuai Perpres 79 Tahun 2024 tentang P3NK, menjadi solusi inovatif bagi pembiayaan infrastruktur di tengah keterbatasan fiskal pemerintah. Kata kunci: Hedonic Price, Benefit Transfer, Land Value Capture, penilaian properti, pendanaan infrastruktur Abstract This study analyzes the effect of MRT station development on land value increase around Lebak Bulus MRT Station and predicts the increase in land value at the planned Kembangan MRT Station on the East-West corridor using the benefit transfer method. A multiple linear regression model with a hedonic pricing approach was used to identify variables that influence the increase in land value, such as accessibility, land area, building area, and population density. Accessibility was measured through distance to MRT stations, main roads, width of road frontage, and presence of supporting transportation. The regression results show that all independent variables have a significant effect on land value with a coefficient of determination (R²) of 79.6%. The accuracy test on the Kembangan Station plan shows a MAPE of 13%, indicating a potential increase in land value equivalent to Lebak Bulus MRT Station after adjustment. This potential can be utilized as an alternative funding in accordance with Presidential Regulation (Perpres) No. 79 of 2024 on P3NK, becoming an innovative solution for infrastructure financing amid government fiscal constraints.
