Abstract

ABSTRACT This study aims to identify the leading sectors in West Sumatra in 2023 and to analyze the impact of investment in these sectors on the regional economy using an Input-Output approach. The analysis uses the 2016 Input-Output Table of West Sumatra, projected to 2023 using the RAS method. The results indicate that the transportation and warehousing sector, as well as the information and communication sector, are leading sectors with strong backward and forward linkages in the regional economy. The economic impact was measured by applying a shock based on realized investment in the transportation, warehousing, and telecommunications sectors from both domestic investment and foreign direct investment (FDI) in West Sumatra in 2023. The analysis shows that investment in these sectors generated an output increase of approximately IDR 643.35 billion and created employment for 1,234 people. Although these sectors play a strategic role in driving economic growth, regional budget allocations for their development remain relatively low compared to other sectors. Therefore, more targeted policy interventions are needed, including gradually increasing budget allocations and enhancing synergy between local and central governments to support the development of these key sectors as drivers of sustainable economic growth. Keywords: Multiplier Analysis, Input-Output, Investment, Information and Communication, Transportation and Warehousing xv ABSTRAK Penelitian ini bertujuan untuk mengidentifikasi sektor unggulan di Sumatera Barat pada tahun 2023 serta menganalisis dampak investasi pada sektor tersebut terhadap perekonomian daerah menggunakan pendekatan Input-Output. Penelitian ini menggunakan Tabel Input-Output Sumatera Barat tahun 2016 yang telah diperbarui menjadi Tabel Input-Output tahun 2023 melalui metode RAS. Hasil identifikasi menunjukkan bahwa sektor transportasi dan pergudangan serta informasi dan komunikasi merupakan sektor unggulan, yang memiliki keterkaitan ke belakang dan ke depan yang tinggi dalam perekonomian daerah. Untuk mengukur dampaknya, digunakan shock ekonomi berupa realisasi investasi pada sektor transportasi, pergudangan, dan telekomunikasi yang berasal dari Penanaman Modal Dalam Negeri (PMDN) dan Penanaman Modal Asing (PMA) di Sumatera Barat pada tahun 2023. Hasil analisis menunjukkan bahwa investasi pada sektor unggulan tersebut menghasilkan peningkatan output sebesar Rp643.346,59 juta dan menyerap tenaga kerja sebanyak 1.234 orang. Meskipun sektor ini memiliki peran strategis dalam mendukung pertumbuhan ekonomi, alokasi anggaran daerah untuk pengembangan sektor transportasi dan pergudangan serta informasi dan komunikasi masih relatif rendah dibandingkan sektor lain. Oleh karena itu, diperlukan langkah kebijakan yang lebih terarah, termasuk peningkatan alokasi anggaran secara bertahap dan sinergi antara pemerintah daerah dan pusat guna mendukung pengembangan sektor unggulan sebagai pendorong utama pertumbuhan ekonomi yang berkelanjutan.
