Abstract

ABSTRACT This research aims to analyze the economic impact of PT Freeport Indonesia's investment in the Gresik Special Economic Zone, East Java, and measure the impact of this investment on both East Java Province's economy and other provinces in Indonesia. The research methodology employs IRIO analysis using Indonesia's 2016 Inter-regional Input-Output table data, updated with 2023 GDP figures. The analysis encompasses intermediate input structure, intermediate demand, final demand, output multiplier analysis, coefficient of interdependence, and analysis of PT Freeport's investment impact. The economic shock used is PT Freeport Indonesia's realized investment value in 2023, amounting to IDR 52 trillion. The research findings indicate that East Java plays a significant role in the broader economy and has strong linkages with other provinces. The three provinces with the highest coefficient of interdependence with East Java are Riau, Central Java, and West Java. The manufacturing industry has also proven capable of driving growth in other sectors. Therefore, the government is expected to promote potential sectors for maximum economic growth. Other policies that the government can implement include enhancing legal certainty, providing fiscal and non-fiscal incentives, developing agglomeration areas, and strengthening local value chains (LVC). All these policies are expected to create a favorable investment climate for both local and foreign investors. xiv ABSTRAK Penelitian ini bertujuan untuk menganalisis dampak ekonomi dari investasi PT Freeport Indonesia yang dilakukan di KEK Gresik, Jawa Timur serta mengukur dampak investasi tersebut baik terhadap perekonomian Provinsi Jawa Timur maupun provinsi lain di Indonesia. Metodologi penelitian menggunakan analisis IRIO dengan data tabel Input-Output antar wilayah Indonesia tahun 2016 yang diperbarui dengan PDB tahun 2023. Analisis mencakup struktur input antara, permintaan antara, permintaan akhir, analisis pengganda output, coefficient of interdependence, serta analisis dampak investasi PT Freeport. Shock ekonomi yang digunakan yaitu nilai realisasi investasi PT Freeport Indonesia pada tahun 2023 yaitu sebesar Rp52 triliun. Hasil penelitian menunjukkan bahwa Jawa Timur memiliki peran besar dalam perekonomian besar serta memiliki keterkaitan erat dengan provinsi lain. Tiga provinsi yang memiliki coefficient of interdependence tertinggi dengan Jawa Timur yaitu Riau, Jawa Tengah, dan Jawa Barat. Industri pengolahan juga terbukti mampu mendorong pertumbuhan pada sektor lain. Oleh karena itu, pemerintah diharap dapat mendorong sektor-sektor potensial untuk pertumbuhan ekonomi yang maksimal. Kebijakan lain yang dapat diambil pemerintah yaitu dengan meningkatkan kepastian hukum, memberikan insentif fiskal dan non fiskal, pembangunan kawasan aglomerasi, serta penguatan Iocal value chain (LVC). Semua kebijakan ini diharapkan dapat memberikan iklim investasi yang baik bagi investor lokal maupun mancanegara.
