Abstract

Program beasiswa afirmasi yang diselenggarakan oleh Lembaga Pengelola Dana Pendidikan (LPDP) bertujuan meningkatkan aksesibilitas pendidikan tinggi bagi kelompok masyarakat rentan. Program ini terdiri atas Beasiswa Daerah Afirmasi, Beasiswa Putra Putri Papua, Beasiswa Penyandang Disabilitas, dan Beasiswa Prasejahtera. Hingga akhir 2024, sebanyak 13.722 orang telah mendapat manfaat dari program ini. Sebagai program yang didanai Anggaran Pendapatan dan Belanja Negara (APBN), evaluasi diperlukan untuk memastikan bahwa efektivitas dan ketepatan sasaran. Penelitian kualitatif ini menggunakan model evaluasi CIPP (Context, Input, Process, Product) untuk mengevaluasi program secara menyeluruh. Hasil penelitian menunjukkan bahwa tujuan untuk memperluas aksesibilitas telah tercapai, meskipun perlu dilakukan optimalisasi kelompok sasaran. LPDP memiliki sumber daya yang memadai untuk menyelenggarakan program beasiswa afirmasi, tetapi perlu mempertimbangkan pendampingan konsultan profesional untuk meningkatkan inklusivitas layanan. Pelaksanaan program secara umum telah berjalan baik, tetapi LPDP perlu mempertimbangkan komponen beasiswa dan mekanisme pencairan yang lebih berpihak pada kondisi kerentanan sasaran. Terakhir, LPDP perlu mengadakan studi dampak secara berkala agar kebijakan afirmasi yang diterapkan semakin tepat sasaran dan responsif terhadap dinamika kebutuhan kelompok masyarakat rentan. Kata kunci: LPDP, beasiswa, afirmasi, evaluasi, CIPP The Affirmative Scholarship Program organized by the Indonesia Endowment Fund for Education Agency (LPDP) aims to enhance access to higher education for vulnerable groups. This program consists of the Affirmative Scholarship, the Papuan Youth Scholarship, the Disabilitily Scholarship, and the Pre-Prosperous People Scholarship. By the end of 2024, a total of 13.722 individuals had benefited from this program. As a program funded by the state budget (APBN), en evaluation is necessary to ensure its effectiveness and accuracy in reaching its target beneficiaries. This qualitative study employs the CIPP (Context, Input, Process, Product) evaluation model to comprehensively assess the program. The findings indicate that the goal of expanding accessibility has been achieved, although further optimization of target groups is needed. LPDP has sufficient resources to administer the affirmative scholarhsip program but should consider engaging professional consultants to enhance service inclusivity. The program’s implementation has generally been effective, however, LPDP should refine scholarship components and disbursement mechanisms to better accommodate the specific needs of its target beneficiaries. Finally, LPDP should conduct periodic impact studies to ensure that its affirmative policies remain well-targeted and responsive. Keywords: LPDP, scholarship, affirmative, evaluation, CIPP
