Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis pengaruh modal intelektual terhadap kinerja organisasi pada Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN). Modal intelektual dalam penelitian ini terdiri dari modal manusia publik, modal organisasi publik, modal sosial publik, modal teknologi publik, dan modal relasional publik. Penelitian ini bersifat kuantitatif dengan menggunakan pendekatan Partial Least Squares-Structural Equation Modeling (PLS-SEM) dan aplikasi SmartPLS sebagai alat utama dalam pengolahan data. Hasil penelitian ini menunjukkan bahwa modal organisasi publik, modal sosial publik, modal teknologi publik dan modal relasional publik berpengaruh positif terhadap kinerja organisasi, sedangkan modal manusia publik tidak berpengaruh signifikan terhadap kinerja organisasi. Nilai R-Square adjusted dari model sebesar 80,8%. Hasil penelitian ini memberikan masukan bagi Kementerian ATR/BPN dalam mengoptimalkan modal intelektual guna meningkatkan efektivitas dan efisiensi organisasi sektor publik. Peningkatan kompetensi pegawai, sistem organisasi yang lebih baik, serta penguatan hubungan dengan pemangku kepentingan menjadi faktor kunci dalam meningkatkan kinerja organisasi. Penelitian ini juga memberikan kontribusi bagi literatur terkait modal intelektual di sektor publik, yang masih jarang dilakukan di lingkungan pemerintahan Indonesia. Kata kunci: modal intelektual, kinerja organisasi, sektor publik, PLS-SEM, Kementerian ATR/BPN xiv ABSTRACT This study aims to analyze the influence of intellectual capital on organizational performance at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). Intellectual capital in this study consists of public human capital, public organizational capital, public social capital, public technological capital, and public relational capital. This study is quantitative using the Partial Least Squares-Structural Equation Modeling (PLS SEM) approach and the SmartPLS application as the main tool in data processing. The results of this study indicate that public organizational capital, public social capital, public technological capital and public relational capital have a positive effect on organizational performance, while public human capital does not have a significant effect on organizational performance. The adjusted R-Square value of the model is 80.8%. The results of this study provide input for the Ministry of ATR/BPN in optimizing intellectual capital to improve the effectiveness and efficiency of public sector organizations. Improving employee competence, better organizational systems, and strengthening relationships with stakeholders are key factors in improving organizational performance. This study also contributes to the literature related to intellectual capital in the public sector, which is still rarely done in the Indonesian government environment.
