Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui bagaimana peran dari Aparat Pengawasan Internal Pemerintah (APIP) pada Proses Perencanaan Pemerintah Kota Tangerang Selatan. Pada penelitian ini mencoba mengelaborasi peran APIP pada tahap pengelolaan keuangan daerah khususnya pada proses perencanaan pemerintah Kota Tangerang Selatan. Penelitian ini memilih lokus penelitian pada Tangerang Selatan setelah mempertimbangkan gap penelitian yang ada. Penelitian ini menganalisis efektivitas peran APIP dalam proses perencanaan pemerintah Kota Tangerang Selatan dengan menggunakan indikator penilaian berdasarkan Schermerhorn dan indikator penilaian yang disampaikan oleh informan penelitian. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode wawancara dan analisis dokumen untuk mengumpulkan data. Informan yang dipilih menggunakan purposive sampling yaitu dengan menggunakan kriteria tertentu dalam menentukan informan yang dipilih. Informan yang dipilih adalah APIP dan Bagian Perencanaan pada Pemerintah Kota Tangerang Selatan. Hasil penelitian berupa kondisi eksisting peran APIP dalam proses perencanaan Pemerintah Kota Tangerang Selatan, analisis efektivitas peran APIP dalam proses perencanaan pemerintah Kota Tangerang Selatan, dan Implikasi efektivitas peran APIP dalam proses perencanaan pemerintah Kota Tangerang Selatan. Kondisi eksisting menganalisis terkait urgensi dari perencanaan pemerintah daerah dan peran aktif APIP pada tahap perencanaan pemerintah Kota Tangerang Selatan. Dalam implikasi efektivitas peran APIP berisi mengenai tantangan dan hambatan yang dihadapi APIP dan dirasakan oleh mitra pengawasan dalam hal ini obyek pengawasan pada tahap perencanaan pemerintah Kota Tangerang Selatan dan strategi mitigasi hambatan efektivitas peran APIP pada Pemerintah Kota Tangerang Selatan. Kata Kunci: APIP, Peran APIP, Perencanaan Daerah, Efektivitas xiii ABSTRACT This study aims to determine the role of the Internal Government Supervisory Apparatus (APIP) in the South Tangerang City Government Planning Process. This study tries to elaborate on the role of APIP at the regional financial management stage, especially in the South Tangerang City government planning process. This study chose the research locus in South Tangerang after considering the existing research gap. This study analyzes the effectiveness of the role of APIP in the South Tangerang City government planning process using assessment indicators based on Schermerhorn and assessment indicators submitted by research informants. This study is a qualitative study using interview methods and document analysis to collect data. The informants selected used purposive sampling, namely by using certain criteria in determining the selected informants. The informants selected were APIP and the Planning Section of the South Tangerang City Government. The results of the study are the existing conditions of the role of APIP in the South Tangerang City Government planning process, analysis of the effectiveness of the role of APIP in the South Tangerang City government planning process, and Implications of the effectiveness of the role of APIP in the South Tangerang City government planning process. The existing conditions analyze the urgency of local government planning and the active role of APIP in the South Tangerang City government planning stage. The implications of the effectiveness of the APIP role contain the challenges and obstacles faced by APIP and felt by the supervision partners in this case the object of supervision at the planning stage of the South Tangerang City Government and the mitigation strategy for obstacles to the effectiveness of the APIP role in the South Tangerang City Government.
