Abstract

Abstrak Dana Bantuan Operasional Kesehatan (BOK) merupakan bagian dari Dana Alokasi Khusus (DAK) Nonfisik Bidang Kesehatan yang dananya bersumber dari Anggaran Pendapatan dan Belanja (APBN) dan dialokasikan kepada daerah tertentu untuk membantu mendanai kegiatan khusus urusan daerah dan sesuai dengan prioritas nasional. Penelitian ini bertujuan untuk mengetahui proses pengelolaan Dana BOK pada Puskesmas Bogor Timur tahun 2021. Metode yang digunakan dalam penulisan adalah metode kualitatif yang bersifat deskriptif dan komparatif. Sumber data dari penelitian ini diperoleh melalui metode studi kepustakaan, dokumentasi, dan wawancara. Hasil penelitian menunjukkan bahwa proses pengelolaan Dana BOK pada Puskesmas Bogor Timur tahun 2021 sudah sesuai dengan Peraturan Menteri Kesehatan Republik Indonesia Nomor 12 Tahun 2021 tentang Petunjuk Teknis Penggunaan Dana Alokasi Khusus Nonfisik Bidang Kesehatan Tahun Anggaran 2021 yang terdiri dari enam tahapan, yaitu tahap pengusulan kegiatan, penyusunan rencana kegiatan, penganggaran, pelaksanaan kegiatan, pelaporan, juga pemantauan dan evaluasi. Penelitian ini diharapkan dapat menjadi bahan tinjauan, evaluasi, dan pertimbangan dalam membuat keputusan terkait pengelolaan DAK Nonfisik Bidang Kesehatan khususnya Dana BOK Puskesmas. Kata kunci: Dana Bantuan Operasional Kesehatan (BOK), Dana Alokasi Khusus (DAK) Nonfisik Bidang Kesehatan, Pandemi Covid-19, Pengelolaan, Puskesmas Abstract The Health Operational Assistance Fund (BOK) is part of the Non-Physical Special Allocation Fund (DAK) for the Health Sector which is sourced from the Revenue and Expenditure Budget (APBN) and is allocated to certain regions to assist special regional activities and following national priorities. This study aims to determine the process of managing BOK funds at the East Bogor Health Center in 2021. The method used in this writing is a descriptive and comparative qualitative method. Sources of data from this study were obtained through the method of literature study, documentation, and interviews. The results showed that the process of managing BOK funds at the East Bogor Health Center in 2021 was compatible with the Regulation of the Minister of Health of the Republic of Indonesia Number 12 year 2021 concerning Technical Guidelines for the Use of Special Non-Physical Allocation Funds for the Health Sector for the 2021 Fiscal Year which consisted of six stages, the activity proposal stage, preparation of activity plans, budgeting, implementation of activities, reporting, the last is monitoring and evaluation. This research is expected to be used as material, evaluation, and consideration in making decisions related to the management of Non-Physical DAK in the Health Sector, especially the Health Center BOK Fund.
