Abstract

ABSTRAK Corona Virus Disease menyebabkan terjadinya krisis di seluruh dunia yang mempengaruhi kondisi sosial, kesehatan dan ekonomi masyarakat, sehingga diperlukan adanya perubahan kebijakan yang tercermin dalam Peraturan Pemerintah Pengganti Undang-Undang Nomor 1 Tahun 2020 Tentang Kebijakan Keuangan Dan Stabilitas Sistem Keuangan Untuk Penanggulangan Pandemi Covid-19. Penelitian ini dimaksudkan untuk memperoleh pemahaman dan melakukan analisis atas pelaksanaan pendapatan dan belanja pada Rumah Sakit Umum Pusat dr. Soeradji Tirtonegoro sebagai sebuah BLU di bawah Kementerian Kesehatan selama masa pandemi Covid-19. Pendekatan yang digunakan adalah deskriptif kualitatif dengan metode pengumpulan data yang meliputi dokumentasi, wawancara, dan studi pustaka. Data primer diperoleh dari laporan keuangan Rumah Sakit Umum Pusat dr. Soeradji Tirtonegoro untuk tahun 2020. Wawancara dilakukan untuk mendapatkan pemahaman yang komprehensif atas data keuangan dengan melibatkan sebanyak dua responden dari subbagian keuangan Rumah Sakit Umum Pusat dr. Soeradji Tirtonegoro. Acuan teoritis diperoleh dari peraturan perundang-undangan serta standar dan kebijakan pengelolaan keuangan yang berlaku untuk BLU. Hasil penelitian menunjukkan bahwa Rumah Sakit Umum Pusat dr. Soeradji Tirtonegoro telah melaksanakan pendapatan dan belanja yang mencakup klasifikasi, pengakuan, pengukuran, serta penyajian dan pengungkapan dengan tepat berdasarkan peraturan perundang-undangan serta standar dan kebijakan pengelolaan keuangan BLU. Kata kunci: Covid-19, pendapatan, belanja, BLU, fleksibilitas, realokasi, dan refocusing. ABSTRACT The Corona Virus Disease causes crises worldwide that affect the social, health, and economic conditions of the citizens, so a policy change is needed which is reflected in Government Regulation in place of Law Number 1 of 2020 concerning Financial Policy and Financial System Stability to Overcome the Covid-19 Pandemic. This research is intended to gain understanding and to analyze the implementation of revenue and expenditure at dr. Soeradji Tirtonegoro Central General Hospital as a BLU under the Ministry of Health during the Covid 19 pandemic. The approach used is descriptive-qualitative with data collection methods that include documentation, interviews, and literature review. Primary data were obtained from the financial statements of dr. Soeradji Tirtonegoro Central General Hospital for 2020. The interviews was conducted to gain a comprehensive understanding of financial data by involving two respondents from the finance subdivision of dr. Soeradji Tirtonegoro Central General Hospital. Theoretical basis is obtained from legislation and financial management standards and policies applicable to BLU. The results showed that dr. Soeradji Tirtonegoro Central General Hospital has carried out revenue and expenditure which includes classification, recognition, measurement, presentation, and disclosure appropriately based on the laws, regulations and financial management standards and policies applicable to BLU.
