Abstract

Permasalahan dalam penelitian ini adalah mengenai peran Kantor Pelayanan Kekayaan Negara dan Lelang di Kota Pontianak dalam pengelolaan dan pengurusan piutang tak tertagih, dan tujuan dari penelitian ini adalah untuk mengetahui bagaimana peran KPKNL dalam pengelolaan dan pengurusan piutang tak tertagih dan sejauh mana proses penyelesaiannya serta kendala apa yang dihadapinya. Metode yang digunakan dalam penelitian ini adalah metode pendekatan yuridis Empiris dan mengunakan teknik analisis Deskriptif. hal ini di gunakan untuk melihat KPKNL dalam melaksanakan peran nya dalam menyelesaikan piutang tak tertagih sebagai tugas dan fungsi yang terdapat dalam Peraturan Mentri Keuangan Nomor 240/PMK.06/2016 Tentang Pengurusan Piutang Negara beserta peraturan turunanya. Dalam penelitian ini dapat disimpulkan bahwa dalam menjalankan peran KPKNL Pontianak sebagai pengurus piutang Negara telah dilakukan sesuai dengan Peraturan Mentri Keuangan Nomor 240/PMK.06/2016, namun masih terdapat banyak piutang tak tertagih yang telah ditetapkan sebagai PSBDT yang belum dapat dilakukan penyelesaiannya. Faktor SDM yang masih kurang serta wilayah kerja KPKNL Pontianak yang luas merupakan permasalahan yang harus dapat diselesaikan KPKNL Pontianak dalam menyelesaikan pengurusan PSBDT agar dapat mengurangi outstanding PSBDT. Permasalahan ini perlu di perhatikan dan di evaluasi kembali sehingga dapat meningkatkan optimalisasi ketertagihan piutang PSBDT. Salah satu saran penulis dalam mengatasi permasalahan ini yaitu dengan membuat pengumuman resmi di media tertentu yang dapat diakses oleh masyarakat terkait informasi piutang PSBDT sehingga dapat meningkatkan kesadaran penanggung hutang dalam menyelesaikan hutangnya. / The problem in this research is regarding the role of the State Assets and Auction Service Office in Pontianak City in the management and management of bad debts, and the purpose of this study is to find out how the role of KPKNL in the management and management of bad debts is and the extent of the settlement process and what obstacles. which he faced. The method used in this research is an empirical juridical approach and uses descriptive analysis techniques. this is used to see the KPKNL in carrying out its role in resolving bad debts as the duties and functions contained in the Minister of Finance Regulation Number 240/PMK.06/2016 concerning Management of State Receivables and their derivative regulations. In this study, it can be concluded that in carrying out the role of the Pontianak KPKNL as the administrator of State receivables, it has been carried out in accordance with the Regulation of the Minister of Finance Number 240/PMK.06/2016, but there are still many bad debts that have been designated as PSBDT which cannot be resolved. The lack of human resources and the wide working area of the Pontianak KPKNL are problems that must be resolved by the Pontianak KPKNL in completing the management of PSBDT in order to reduce the outstanding PSBDT. This problem needs to be considered and re-evaluated so that it can improve the optimization of PSBDT receivables collection. One of the authors' suggestions in overcoming this problem is to make official announcements in certain media that can be accessed by the public regarding information on PSBDT receivables so that they can increase the awareness of the insurer in resolving their debts.
