Abstract

Meningkatnya kemunculan Café dan Bar yang menjual minuman beralkohol di Kota Medan dan sekitarnya melatarbelakangi penulis untuk melakukan penelitian ini. Minuman Mengandung Etil Alkohol (MMEA) atau dikenal dengan minuman beralkohol merupakan salah satu objek barang kena cukai yang peredarannya diawasi oleh Direktorat Jenderal Bea dan Cukai, yang dalam hal ini kewenangan pengawasan tersebut dijalankan oleh KPPBC TMP B Medan. Dalam proses pengawasan itu sendiri, banyak ditemui pelanggaran-pelanggaran yang terjadi. Sehingga, penelitian ini dilakukan dengan tujuan untuk menganalisis dan mengetahui hubungan antara kepatuhan dengan jumlah penindakan Tempat Penjualan Eceran MMEA pada wilayah pengawasan KPPBC TMP B Medan, serta untuk mengetahui faktor yang memiliki pengaruh terhadap kepatuhan Tempat Penjualan Eceran MMEA tersebut. Penelitian ini menggunakan dua metode penelitian, yaitu metode kualitatif dan metode kuantitatif. Metode kualitatif dilakukan dengan wawancara, observasi, dan studi pustaka. Metode kuantitatif dilakukan dengan teknik grafik dan tabel korelasi. Hasil dari penelitian ini membuktikan bahwa pengawasan dan penegakan hukum yang dilakukan KPPBC TMP B Medan terhadap pengusaha Tempat Penjualan Eceran MMEA belum efektif dalam meningkatkan kepatuhan Tempat Penjualan Eceran MMEA, sehingga diperlukan tindakan-tindakan preventif yang lebih persuasif. The increasing emergence of cafes and bars that sell alcoholic beverages in Medan and its surroundings is the background for the author to conduct this research. Beverages Containing Ethyl Alcohol (BCEA) or known as alcoholic beverages are one of the objects of excisable goods whose distribution is supervised by the Directorate General of Customs and Excise, in which case the supervisory authority is exercised by KPPBC TMP B Medan. During the monitoring process itself, many violations get violated. The objective of this research is to analyze and know the relationship between compliance with the number of prosecutions of BCEA Retail Points of Sale in the supervision area of KPPBC TMP B Medan, as well as to determine the factors that influence the compliance of the BCEA Retail Points of Sale. This study uses two research methods, namely qualitative methods and quantitative methods. The qualitative research was conducted by using interviews, observation, and literature study. On the other hand, the quantitative research was conducted by using graphical techniques and correlation tables. The results of this study prove that the supervision and law enforcement carried out by KPPBC TMP B Medan against BCEA Retail Points of Sale entrepreneurs has not been effective in increasing compliance with BCEA Retail Points of Sale, so more persuasive preventive measures are needed.
