Abstract

Dalam pengelolaan Barang Milik Negara, aset eks BPPN merupakan salah satu BMN yang berasal dari perolehan lainnya. Pengelolaan aset eks BPPN memiliki banyak tantangan seperti tidak terpenuhinya target Hasil Pengelolaan Aset (HPA). Sebagai objek penulisan karya tulis, penulis melakukan peninjauan terhadap proses pengamanan aset eks BPPN yang dilaksanakan oleh KPKNL Surabaya pada tahun 2020-2021. Hasil dari tinjauan penulis adalah KPKNL Surabaya telah melakukan rangkaian pengamanan secara fisik dan hukum. Dari rangkaian pengamanan aset yang dilakukan KPKNL Surabaya, berdasarkan PMK No.154/PMK.06/2020 telah sesuai. Namun, terdapat beberapa masalah yang dihadapi seperti permasalahan komunikasi dan koordinasi antara KPKNL Surabaya dengan perangkat daerah, adanya gugatan dari pihak lain, hingga permasalahan SDM. Atas masalah yang dihadapi KPKNL Surabaya, tenaga pengamanan aset properti eks BPPN melakukan penyelesaian seperti memberikan fasilitas konsultasi, melakukan penguasaan terhadap dokumen kepemilikian, dan menambah jumlah SDM untuk melakukan kegiatan pengamanan aset properti./ In the case of managing the State-Owned Goods (BMN), the former BPPN's assets are one of the BMNs derived from other acquisitions. The management of ex-BPPN assets has many challenges, such as the non-fulfillment of the Asset Management Result (HPA) target. As the object of writing the paper, the author conducted a review of the process of securing the ex-BPPN assets which was carried out by Surabaya KPKNL in 2020-2021. The result of the author's review is that Surabaya KPKNL has carried out a series of security measures by installing a signboard to the object of security, physically monitoring the property assets of ex BPPN, safeguarding from physical changes, tracing ex-BPPN assets, handling controlled ex-BPPN assets. From the series of asset security carried out by Surabaya KPKNL, based on PMK No. 154/PMK.06/2020 has been proven appropriate. However, there are several problems occurred such as communication and coordination issue between Surabaya KPKNL and the regional officials, lawsuits from other parties, and HR problems. Regarding the problems faced by the Surabaya KPKNL, the ex-BPPN property asset security personnel carried out solutions such as providing consulting facilities, controlling ownership documents, and increasing the number of human resources to carry out property asset security activities.
