Abstract

Dana Bantuan Operasional Sekolah (BOS) merupakan salah satu program pemerintah berupa pemberian dana yang bersumber dari APBN untuk membantu kegiatan operasional sekolah. Pandemi yang terjadi pada tahun 2020 berdampak pada aspek pendidikan. Akibat dari pandemi ini, pemerintah mengeluarkan kebijakan baru untuk menyesuaikan kegiatan pembelajaran yang dilakukan secara jarak jauh. Pemerintah pusat membuat kebijakan mengenai mekanisme penyaluran dana BOS Reguler untuk mendukung proses Pembelajaran Jarak Jauh. Penelitian ini bertujuan untuk meninjau kesesuaian implementasi regulasi baru dengan petunjuk teknis terkait sistem pengeluaran dana BOS di SMP Negeri 5 Banjarnegara, serta memberikan solusi dari kendala yang ditemukan pada sistem pengeluaran dana BOS. Metode analisis yang dilakukan adalah analisis kualitatif. Hasil penelitian menunjukkan bahwa SMP Negeri 5 Banjarnegara telah menjalankan sistem pengeluaran sesuai dengan kebijakan baru meskipun masih terdapat beberapa kendala, salah satunya terjadi keterlambatan penyaluran dana BOS sehingga menghambat kegiatan operasional sekolah. Pada sistem pengeluaran, SMP Negeri 5 Banjarnegara telah menggunakan dana BOS untuk menyesuaian kegiatan belajar mengajar pada saat pandemi. / Dana Bantuan Operasional Sekolah (BOS) is one of the government programs in the form of providing funds sourced from the APBN to assist school operational activities. The pandemic that occurred in 2020 had an impact on the education aspect. As a result of this pandemic, the government issued a new policy to adjust learning activities carried out remotely. The central government makes a policy regarding the mechanism for the distribution of Dana BOS Regular to support the Distance Learning process. This study aims to review the suitability of the implementation of the new regulations with technical instructions related to the Dana BOS disbursement system at SMP Negeri 5 Banjarnegara, as well as to provide solutions to the obstacles found in the Dana BOS disbursement system. The analytical method used is qualitative analysis. The results showed that SMP Negeri 5 Banjarnegara had implemented a spending system in accordance with the new policy, although there were still some obstacles, one of which was the delay in the distribution of Dana BOS so that it hampered school operational activities. In the expenditure system, SMP Negeri 5 Banjarnegara has used Dana BOS to adjust teaching and learning activities during the pandemic.
