Abstract

"Abstrak Kemajuan teknologi memberikan kemudahan dan inovasi dalam pelaksanaan Pengadaan Barang dan Jasa Pemerintah (PBJP). Penerapan sistem e-Procurement yang menggunakan teknologi informasi dan komunikasi, diharapkan mendorong dilaksanakannya secara maksimal pengadaan di sektor pemerintah dengan prinsip-prinsip PBJP, sebagaimana tertera pada Peraturan Presiden Nomor 12 tahun 2021. Sejalan dengan hal tersebut, Sekretariat Jenderal Kementerian Keuangan memiliki komitmen untuk melaksanakan pengadaan barang dan jasa secara elektronik atau Layanan Pengadaan Secara Elektronik (LPSE). Penelitian ini bertujuan untuk mengetahui kesesuaian prosedur PBJ melalui Sistem e-Procurement pada Sekretariat Jenderal Kementerian Keuangan Tahun Anggaran 2021 dengan prosedur pada Peraturan LKPP Nomor 9 tahun 2021, kesesuaian pelaksanaan sistem e-Procurement pada Sekretariat Jenderal Kementerian Keuangan Tahun Anggaran 2021 dengan prinsip-prinsip PBJP pada Peraturan Presiden Nomor 12 tahun 2021, beserta hambatan dan tantangan penerapannya. Metode analisis yang digunakan adalah analisis Kualitatif dengan kegiatan studi lapangan berupa observasi dan wawancara. Hasil penelitian menunjukkan bahwa prosedur PBJP melalui sistem e-Procurement pada Sekretariat Jenderal Kementerian Keuangan TA 2021 sudah sesuai dengan prosedur PBJ berdasarkan Perlem LKPP dan telah memenuhi prinsip-prinsip PBJP seperti yang tercantum pada Perpres No 12/2021. Dalam pelaksanaanya, Sekretariat Jenderal Kementerian Keuangan memiliki beberapa hambatan dan tantangan, namun sudah memiliki upaya-upaya dalam menghadapi hambatan dan tantangan tersebut. Kata kunci: e-Procurement, Prinsip-Prinsip PBJP, e-Purchasing, e-Tendering Abstract Advances in technology provide convenience and innovation in the implementation of the Government's Procurement of Goods and Services (PBJP). The implementation of the e-Procurement system that uses information and communication technology, is expected to encourage the maximum implementation of procurement in the government sector with PBJP principles, as stated in Presidential Regulation Number 12 of 2021. In line with this, the Secretariat General of the Ministry of Finance is committed to implement the electronic procurement of goods and services which called Layanan Pengadaan Secara Elektronik (LPSE). This study aims to determine the suitability of procurement of Goods and Services procedures through the e-Procurement System at the Secretariat General of the Ministry of Finance for Fiscal Year 2021 with the procedures in LKPP Regulation Number 9 of 2021, the suitability of implementing the e-Procurement system at the Secretariat General of the Ministry of Finance for Fiscal Year 2021 with PBJP principles in the Presidential Regulation Number 12 of 2021, along with the obstacles and challenges to its implementation. The analytical method used is qualitative analysis with field study activities in the form of observations and interviews. The results showed that the PBJP procedure through the e-Procurement system at the Secretariat General of the Ministry of Finance for the 2021 FY was in accordance with the procurement of goods and services procedure based on the LKPP Regulation and had fulfilled the PBJP principles as stated in Presidential Regulation Number 12 of 2021. In its implementation, the Secretariat General of the Ministry of Finance has several obstacles and challenges, but already has efforts to deal with these obstacles and challenges.
