Abstract

Penelitian ini bertujuan untuk mengetahui kesesuaian penyaluran BLT Dana Desa di Desa Tegaltirto, Kecamatan Berbah, Kabupaten Sleman dengan Permendes PDTT Nomor 14 Tahun 2020. Metode pengambilan data yang digunakan berupa studi kepustakaan dan wawancara kepada perangkat desa serta keluarga penerima manfaat BLT DD. Hasil penelitian ini menunjukan bahwa penyaluran BLT DD secara umum sudah sesuai dengan peraturan Permendes PDTT Nomor 14 Tahun 2020. Namun, ada tiga perbedaan pelaksanaan penyaluran BLT DD. Pertama, pendataan murni dari desa bukan dari tim relawan desa lawan Covid-19. Kedua, penggunaan dana desa untuk penyaluran BLT maksimal 30%, akan tetapi penyaluran dana desa untuk penyaluran BLT DD Tegaltirto sebesar 47,2%. Ketiga, penyaluran dilakukan selama Sembilan bulan sejak April 2020 akan tetapi Desa Tegaltirto melakukan penyaluran selama enam bulan sejak Mei 2020. Faktor pendukung penyaluran BLT DD yaitu perangkat desa bekerjasama dengan RT, RW, pendamping sosial desa, dan pendamping dinas PMK. Faktor penghambat penyaluran BLT DD yaitu pada tahun 2020 pengelolaan BLT DD masih berubahubah dari pemerintah pusat, dana dari pemerintah pusat yang dialokasikan ke desa kurang tertib, dan kecemburuan sosial karena perbedaan jumlah KPM BLT DD./ This study aims to determine the suitability of the distribution of the Village Fund BLT in Tegaltirto Village, Berbah District, Sleman Regency with the Minister of Village Regulation PDTT Number 14 of 2020. The data collection method used is in the form of library research and interviews with village officials and families of BLT DD beneficiaries. The results of this study indicate that the distribution of BLT DD in general is in accordance with the regulation of the Minister of Villages PDTT Number 14 of 2020. However, there are three differences in the implementation of the distribution of BLT DD. First, the data collection is purely from the village, not from the village volunteer team against Covid-19. Second, the use of village funds for the distribution of BLT is a maximum of 30%, but the distribution of village funds for the distribution of BLT DD Tegaltirto is 47.2%. Third, the distribution was carried out for nine months from April 2020 but Tegaltirto Village distributed for six months from May 2020. The supporting factors for the distribution of BLT DD were village officials in collaboration with RT, RW, village social assistants, and PMK service assistants. The inhibiting factors for the distribution of BLT DD are that in 2020 the management of BLT DD is still changing from the central government, funds from the central government allocated to villages are less orderly, and social jealousy due to differences in the number of KPM BLT DD.
