Abstract

Pandemi Covid-19 berdampak pada kemampuan manajemen aset organisasi. Pemerintah sebagai salah satu bentuk organisasi juga terkena dampak pandemi Covid-19 pada manajemen asetnya. Pemeliharaan BMN sebagai salah satu siklus pengelolaan atau manajemen BMN, perlu dilakukan tinjauan atas pemeliharaan BMN sebelum dan selama pandemi covid-19. Tinjauan ini dilakukan terhadap pemeliharaan BMN di KPKNL Semarang. Tinjauan ini dibuat untuk melihat pengaruh pandemi Covid-19 terhadap pemeliharaan BMN serta kesesuaian pelaksanaan pemeliharaan BMN dengan peraturan, permasalahan yang dihadapi dalam pemeliharaan BMN sebelum dan selama pandemi, dan solusi yang digunakan KPKNL Semarang dalam mengatasi permasalahan yang timbul dari pemeliharaan BMN. Metode yang digunakan dalam penyusunan karya tulis ini adalah metode kualitatif. Metode pengumpulan data yang digunakan penulis adalah wawancara dan studi kepustakaan. Hasil penelitian yang telah dilakukan adalah pandemi Covid-19 memengaruhi pemeliharaan BMN di KPKNL Semarang pada tahap pelaksanaan pemeliharaan, pada tahap pelaksanaan pemeliharaan sudah sesuai peraturan tetapi pada tahap perencanaan dan pelaporan belum sesuai peraturan, pemeliharaan mobil mengalami permasalahan karena kurangnya anggaran ketika pandemi Covid-19 terutama pada tahun 2021, dan solusi atas permasalahan yang dihadapi adalah mengalokasikan sebagian uang perjalanan dinas yang diterima pegawai untuk mengisi bahan bakar dan memprioritaskan pemeliharaan mobil tertentu. / The Covid-19 pandemic has had an impact on an organization's asset management capabilities. The government as a form of organization has also been affected by the Covid-19 pandemic on its asset management. BMN maintenance as one of the BMN management cycles, it is necessary to review the BMN maintenance before and during the Covid-19 pandemic. This review was carried out on the maintenance of BMN at KPKNL Semarang. This review was made to look at the effect of the Covid-19 pandemic on BMN maintenance and the suitability of the implementation of BMN maintenance with regulations, problems encountered in BMN maintenance before and during the pandemic, and the solutions used by KPKNL Semarang in overcoming problems arising from BMN maintenance. The method used in the preparation of this paper is a qualitative method. Data collection methods used are interviews and literature study. The results of the research that has been carried out is that the Covid-19 pandemic affects BMN maintenance at KPKNL Semarang at the maintenance implementation stage, at the maintenance implementation stage it is in accordance with regulations but at the planning and reporting stage it is not in accordance with regulations, car maintenance has problems due to lack of budget during the Covid-19 pandemic especially in 2021, and the solution to the xii problems faced is to allocate some of the official travel money received by employees to refuel and prioritize certain car maintenance.
