Abstract

Pemanfaatan Barang Milik Daerah (BMD) merupakan pendayagunaan BMD yang tidak digunakan untuk penyelenggaraan tugas dan fungsi SKPD dan/atau optimalisasi BMD dengan tidak mengubah status kepemilikan. Pemerintah Kabupaten Gunungkidul melalui Badan Keuangan dan Aset Daerah (BKAD) Kabupaten Gunungkidul memiliki fungsi sebagai pelaksana penunjang pemerintahan daerah dalam bidang keuangan dan aset daerah. Penelitian ini bertujuan untuk meninjau kesesuaian pemanfaatan BMD berupa aset tetap dengan peraturan yang berlaku, mengetahui cara untuk mengoptimalkan BMD berupa aset tetap daerah, dan mengidentifikasi kendala pemanfaatan BMD berupa aset tetap daerah oleh BKAD Kabupaten Gunungkidul. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan melakukan studi pustaka dan wawancara. Hasil penelitian menunjukan bahwa proses pelaksanaan pemanfaatan aset tetap pada BKAD Kabupaten Gunungkidul telah sesuai dengan peraturan yang berlaku. Namun, dalam mengoptimalkan BMD berupa aset tetap belum maksimal dan terdapat kendala dalam pelaksanaanya. Hal ini disebabkan karena adanya pandemi Covid-19 dan pemanfaatan BMD hanya berupa sewa dan pinjam pakai. Oleh karena itu, BKAD Kabupaten Gunungkidul selaku pengguna barang Pemerintah Kabupaten Gunungkidul perlu memaksimalkan pemanfaatan BMD berupa aset tetap dengan aktif dalam mempromosikan dan menawarkan pemanfaatan aset tetap daerah agar menghasilkan penerimaan daerah yang optimal. / Utilization of Regional Property (BMD) is the utilization of BMD that is not used for carrying out the duties and functions of SKPD and/or optimizing BMD without changing ownership status. The Government of Gunungkidul Regency through the Regional Finance and Assets Agency (BKAD) of Gunungkidul Regency has a function as an executor of supporting regional government in the area of finance and regional assets. This study aims to review the suitability of the use of BMD in the form of fixed assets with applicable regulations, find out how to optimize BMD in the form of regional fixed assets, and identify obstacles to the utilization of BMD in the form of regional fixed assets by the BKAD of Gunungkidul Regency. The method used in this research is a qualitative research method by conducting literature studies and interviews. The results showed that the process of implementing the utilization of fixed assets at the BKAD of Gunungkidul Regency was in accordance with applicable regulations. However, optimizing BMD in the form of fixed assets has not been maximized and there are obstacles in its implementation. This is due to the Covid-19 pandemic and the use of BMD is only in the form of rental and borrowing. Therefore, the Gunungkidul Regency BKAD as a user of goods, the Gunungkidul Regency Government needs to maximize the use of BMD in the form of fixed assets by actively promoting and offering the use of regional fixed assets in order to generate optimal regional revenue.
