Abstract

Abstrak Dana BOS Reguler adalah dana yang digunakan terutama untuk mendanai belanja nonpersonalia bagi satuan pendidikan dasar dan menengah sebagai pelaksana program wajib belajar dan dapat dimungkinkan untuk mendanai beberapa kegiatan lain sesuai dengan ketentuan peraturan perundang-undangan. Dana BOS Reguler dikelola oleh sekolah dengan menerapkan Manajemen Berbasis Sekolah (MBS), yaitu manajemen yang berhak melakukan prencanaan, pengelolaan, dan pengawasan yang sesuai dengan kebutuhan dan prioritas sekolah. Namun begitu, pengelolaan dan penggunaannya harus memenuhi ketentuan efektivitas, efisiensi, akuntabilitas dan transparansi dalam pengelolaan dan penggunaan Dana BOS Reguler. Dalam realitanya, masih banyak terdapat praktik pengelolaan dana BOS yang tidak sesuai dengan ketentuan yang terdapat pada Petunjuk Teknis tahun 2021. Penelitian ini mempunyai tujuan untuk mengetahui proses pengelolaan dana BOS di SMAS Advent I Jakarta, meninjau kesesuaian antara pengelolaan dana BOS dengan petunjuk teknisnya yaitu Permendikbud No. 6 tahun 2021, dan mengetahui kendala yang dihadapi oleh SMAS Advent I Jakarta dalam mengelola dana BOS. Hasil penelitian ini menunjukkan bahwa praktik pengelolaan dana BOS di SMAS Advent I Jakarta yang meliputi perencanaan, penyaluran dana, penggunaan dana, pelaporan dan pertanggunganjawaban dana BOS telah sesuai dengan Petunjuk Teknis. Namun, masih terdapat ketidaksesuaian antara jumlah anggota tim BOS SMAS Advent I Jakarta dengan petunjuk teknis. SMAS Advent I Jakarta bisa merekrut orang yang memahami cara pengelolaan dana BOS atau mengadakan pelatihan dan seminar mengenai pengelolaan dana BOS. / Regular BOS Funds are funds used primarily to fund non-personnel expenditures for primary and secondary education units as implementers of the compulsory education program and it may be possible to fund several other activities in accordance with the provisions of laws and regulations. Regular BOS funds are managed by schools by implementing School-Based Management (SBM), namely management that has the right to carry out planning, management, and supervision in accordance with the needs and priorities of the school. However, its management and use must comply with the provisions of effectiveness, efficiency, accountability and transparency in the management and use of Regular BOS Funds. In reality, there are still many BOS fund management practices that are not in accordance with the provisions contained in the 2021 Technical Guidelines. This study aims to determine the process of BOS fund management at SMAS Advent I Jakarta, reviewing the suitability between BOS fund management and the technical guidelines, namely Permendikbud No. 6 of 2021, and to know the obstacles faced by SMAS Advent I Jakarta in managing BOS funds. The results of this study indicate that the practice of managing BOS funds at SMAS Advent I Jakarta which includes planning, distribution of funds, use of funds, reporting and accountability of BOS funds is in accordance with the Technical Guidelines. However, there is still a discrepancy between the number of members of the BOS SMAS Advent I Jakarta team and the technical instructions. SMAS Advent I Jakarta can recruit people who understand how to manage BOS funds or hold training and seminars on managing BOS funds.
