Abstract

ABSTRAK Barang Milik negara mencerminkan value, attitude, karakter, dan kemampuan suatu bangsa dalam menjaga dan membangun tata kelola yang baik maka dari itu harus dikelola dengan bagus. Salah satu bagian dari pengelolaan Barang Milik Negara adalah Penatausahaan. Penatausahaan adalah rangkaian kegiatan meliputi pembukuan, inventarisasi, dan pelaporan BMN yang berpedoman pada ketentuan Peraturan Perundang-undangan. Penatausahaan barang milik negara adalah hal yang sangat penting dilakukan untuk melaksanakan tertib administrasi dan menunjang tertib pengelolaan BMN. Penelitian ini bertujuan untuk mengetahui penerapan penatausahaan BMN yang dikelola oleh Kantor Wilayah DJP Riau sesuai PMK Nomor 181 Tahun 2016 dan Keputusan Menteri Keuangan Nomor 334/KMK.01/2021 tentang Pengelolaan Barang Milik Negara Di Lingkungan Kementerian Keuangan melalui aplikasi SAKTI pada masa pandemi. Metode yang digunakan adalah metode studi kepustakaan dan studi lapangan. Penelitian ini menggunakan sumber data primer berupa wawancara dan sumber data sekunder berupa data Barang Milik Negara. Dari tinjauan yang dilakukan menunjukkan bahwa kegiatan penatausahaan BMN pada Kantor Wilayah DJP Riau sudah sesuai dengan Peraturan Menteri Keuangan Nomor 181/PMK.06/2016 tentang Penatausahaan Barang Milik Negara dan Keputusan Menteri Keuangan Nomor 334/KMK.01/2021 tentang Pengelolaan Barang Milik Negara Di Lingkungan Kementerian, yang terdiri atas pembukuan, inventarisasi, dan pelaporan. Namun masih terdapat kelemahan pada pelaksanaan pembukuan karena tidak adanya pemisahan tugas pemisahan tugas antara pemegang modul persediaan dan aset tetap, serta modul komitmen. /State property reflects the value, attitude, character, and ability of a nation in maintaining and building good governance and therefore must be managed properly. One part of the management of State Property is Administration. Administration is a series of activities including bookkeeping, inventory, and reporting of BMN which is guided by the provisions of laws and regulations. Administration of state property is very important to carry out orderly administration and support the orderly management of BMN. This study aims to determine the implementation of BMN administration managed by the Regional Office of DJP Riau in accordance with PMK Number 181 of 2016 and Minister of Finance Decree Number 334/KMK.01/2021 concerning Management of State Property in the Ministry of Finance through the SAKTI application during the pandemic. The method used is the method of literature study and field study. This study uses primary data sources in the form of interviews and secondary data sources in the form of State Property data. From the review conducted, it shows that the BMN administration activities at the Riau DJP Regional Office are in accordance with the Regulation of the Minister of Finance Number 181/PMK.06/2016 concerning the Administration of State Property and the Decree of the Minister of Finance Number 334/KMK.01/2021 concerning Management of State Property. In the Ministry of Environment, which consists of bookkeeping, inventory, and reporting. However, there are still weaknesses in the implementation of bookkeeping because there is no segregation of duties between the holders of the inventory module and fixed assets, as well as the commitment module.
