Abstract

Manajemen properti sangat dibutuhkan dalam pengelolaan dan pemanfaatan gedung. Pemanfaatan gedung didefinisikan sebagai tindakan menggunakan gedung sesuai dengan fungsinya, termasuk kegiatan pemeliharaan, perawatan, dan pemeriksaan secara berkala. Berdasarkan Peraturan Menteri Pekerjaan Umum Nomor 24/PRT/M/2008 tentang Pedoman Pemeliharaan dan Perawatan Bangunan Gedung, ruang lingkup pemeliharaan bangunan gedung terdiri atas komponen : arsitektural, struktural, mekanikal, elektrikal, tata ruang luar, dan tata graha (house keeping). Semua bangunan gedung instansi pemerintah daerah wajib menggunakan peraturan ini sebagai acuan dalam melakukan kegiatan pemeliharaan dan perawatan bangunan gedung. Kantor BKD Kabupaten Solok sebagai sektor pelayanan publik tentu harus menerapkan pemeliharaan dan perawatan gedung sesuai dengan peraturan yang berlaku. Namun, pada tahun 2020-2021 tidak terdapat data pelaksanaan manajemen properti pada bangunan gedung, sehingga telah terjadi penyusutan pada bangunan gedung seperti pengelupasan cat dan plafon bangunan ada yang rusak. Penelitian ini dirancang dengan metode kualitatif. Pengumpulan data dilakukan dengan menggunakan teknik wawancara mendalam, observasi, dan studi kepustakaan. Temuan penelitian ini menunjukkan penerapan manajemen properti pada bangunan gedung kantor BKD Kabupaten Solok masih kurang sesuai dengan Peraturan Menteri Pekerjaan Umum Nomor 24/PRT/M/2008 tentang Pedoman Pemeliharaan dan Perawatan Bangunan Gedung, sehingga diharapkan adanya pembenahan untuk ke depannya. Hal ini terjadi karena terdapat beberapa kendala, diantaranya anggaran yang terbatas dan kurang memadai, serta SDM yang dipercaya kurang terampil dan malah melalaikan tugasnya. / Property management is needed in the management and utilization of buildings. Building utilization is defined as the act of using a building in accordance with its functions, including periodic maintenance, maintenance, and inspection activities. Based on the Regulation of the Minister of Public Works Number 24/PRT/M/2008 concerning Guidelines for The Maintenance and Maintenance of Buildings, the scope of building maintenance consists of components: architectural, structural, mechanical, electrical, outdoor spatial planning, and housekeeping. All buildings of buildings of local government agencies are required to use this regulation as a reference in carrying out building maintenance and maintenance activities. The Solok Regency BKD Office as a public service sector must certainly implement building maintenance and maintenance in accordance with applicable regulations. However, in 2020-2021 there is no data on the implementation of property management in buildings, so there has been shrinkage in buildings such as peeling paint and the ceiling of existing buildings is damaged. This research was designed with qualitative methods. Data collection was carried out using in-depth interview techniques, observations, and literature studies. The findings of this study show that the application of property management to the office building of the Solok Regency BKD office building is still not in accordance with the Regulation of the Minister of Public Works Number 24/PRT/M/2008 concerning Guidelines for Building Maintenance and Maintenance, so that improvements are expected in the future. This happens because there are several obstacles, including a limited and inadequate budget, as well as trusted human resources who are less skilled and even neglect their duties.
