Abstract

Setiap sekolah pasti memiliki tujuan untuk meningkatkan kualitas pendidikan para siswanya dengan cara memaksimalkan kegiatan belajar dan mengajar. Terlaksananya kegiatan belajar dan mengajar yang maksimal berkaitan erat dengan ketersediaan sarana dan prasarana sekolah yang baik seperti gedung yang kokoh dan nyaman. Untuk menjaga kualitas dari sarana dan prasarana tersebut diperlukan penerapan manajemen properti dalam kegiatan pemeliharaanya terutama pada masa pandemi Covid-19. Tujuan penulisan karya tulis tugas akhir ini adalah untuk mengetahui pelaksanaan manajemen properti terhadap pemeliharaan gedung di SMA Negeri 3 Lubuk basung pada masa pandemi Covid-19 dan menghitung opini nilai dari gedung sekolah tersebut pada masa pandemi Covid-19. Metodologi penelitian yang digunakan adalah metode studi literatur dan metode studi lapangan. Data primer penelitian diperoleh melalui pengamatan lansung pada objek penelitian dan melakukan wawancara dengan pihak yang bertanggung jawab dalam pemeliharaan gedung sekolah. Data sekunder penelitian didapatkan melalui situs internet dan dokumen-dokumen sekolah terkait pemeliharaan gedung. Hasil penelitian menunjukan bahwa penerapan manajemen properti terhadap pemeliharaan gedung di SMA Negeri 3 Lubuk Basung telah sesuai dengan empat fungsi manajemen yaitu perencanaan, pengorganisasian, pelaksanaan, dan pengawasan. Pemeliharaan gedung di SMA Negeri 3 Lubuk Basung juga sudah dilakukan sesuai dengan modul Pengelolaan Sarana dan Prasarana Sekolah (MPKKS-SAR). Terjadinya pandemi Covid-19 menimbulkan beberapa perbedaan dalam pelaksanaan kegiatan pemeliharaan gedung sekolah. Salah satu contoh perbedaan tersebut adalah rutinitas pelaksanan kegiatan sebelum dan pada saat terjadinya pandemi Covid-19. Adapun penghitungan opini nilai gedung SMA Negeri 3 Lubuk Basung menggunakan bantuan DKPB 4.0 untuk nilai gedung dan KKP Tanah 1.5 untuk nilai tanah. Hasil dari perhitungan tersebut adalah Rp 4.192.849.000,00 untuk gedung dan Rp 3.194.100.182,00 untuk tanah. / Every school has a goal to improve the quality of education for its students by maximizing teaching and learning activities. The implementation of maximum teaching and learning activities is closely related to the availability of good school facilities and infrastructure such as a sturdy and comfortable buildings. To maintain the quality of these facilities and infrastructure, it is necessary to implement property management in their maintenance activities, especially during the Covid-19 pandemic. The purpose of writing this thesis is to find out the implementation of property management for building maintenance at SMA Negeri 3 Lubuk Basung during the Covid-19 pandemic and calculate the value opinion of the school building during the Covid-19 pandemic. The research methodology used is a literature study method and a field study method. The primary data of the research was obtained through direct observation of the object of research and conducting interviews with the parties responsible for the maintenance of the school building. Secondary research data was obtained through the internet site and school documents related to building maintenance. The results showed that the application of property management to building maintenance at SMA Negeri 3 Lubuk Basung was following the four management functions, namely planning, organizing, implementing, and supervising. Maintenance of the building at SMA Negeri 3 Lubuk Basung has also been carried out by the School Facilities and Infrastructure Management module (MPKKS-SAR). The occurrence of the Covid-19 pandemic caused several differences in the implementation of school building maintenance activities. One example of this difference is the routine of carrying out activities before and during the Covid-19 pandemic. The calculation of opinion on the value of the SMA Negeri 3 Lubuk Basung building uses the assistance of DKPB 4.0 for the value of the building and the KKP Land 1.5 for the value of the land. The result of this calculation is Rp. 4,192,8490,000.00 for buildings and Rp. 3,194,100,182.00 for land.
