Abstract

Penelitian ini bertujuan untuk mengetahui besaran potensi pemungutan Penerimaan Negara Bukan Pajak (PNBP) atas pemanfaatan lahan sebagai jaringan listrik oleh PT PLN (Persero) ULP Sidamanik. Atas pemanfaatan lahan berupa tanah koridor yang digunakan sebagai pembangunan konstruksi jaringan listrik oleh PT PLN (Persero) ULP Sidamanik di wilayah Sumatera Utara diketahui sampai dengan saat ini belum dikenakan PNBP. Penyewaan BMN dilakukan dengan tujuan untuk pengoptimalan Barang Milik Negara (BMN), memperoleh fasilitas yang diperlukan dalam rangka menunjang tugas dan fungsi instansi Pengguna Barang dan/atau mencegah penggunaan BMN oleh pihak lain secara tidak sah. Metode penilaian yang digunakan dalam penelitian ini untuk menentukan nilai tanah koridor adalah metode Across The Fence (ATF). Dari hasil penilaian, diperoleh Nilai Wajar atas Sewa Tanah Koridor untuk jaringan listrik sepanjang 29,1 Km di wilayah kerja Kantor PLN ULP Sidmanik adalah sebesar Rp1.081.145.000,00. Dan besaran nilai sewa berada pada rentang nilai Rp10.811.450,00 untuk tarif terkecil sampai dengan Rp216.229.000,00 untuk tarif terbesar / This study aims to determine the amount of potential collection of Non-Tax State Revenue (PNBP) for the use of land as a power grid by PT PLN (Persero) ULP Sidamanik. For the use of land in the form of corridor land used for the construction of electricity networks by PT PLN (Persero) ULP Sidamanik in the North Sumatra region, it is known that until now it has not been subject to PNBP. BMN rental is carried out with the aim of optimizing State Property (BMN), obtaining the necessary facilities in order to support the duties and functions of the Goods User agency and/or preventing the unauthorized use of BMN by other parties. The valuation method used in this study to determine the value of the corridor land is the Across The Fence (ATF) method. From the results of the assessment, the Fair Value of Corridor Land Lease for a 29.1 Km electricity network in the working area of the Sidmanik PLN ULP Office is Rp1.081.145.000,00. And the rental value is in the range of Rp1.081.145.000,00 for the smallest tariff up to Rp216.229.000,00 for the largest rate.
