Abstract

Sistem perencanaan dan penganggaran Indonesia saat ini menggunakan pendekatan Penganggaran Berbasis Kinerja yang mempertimbangkan hubungan antara anggaran dan kinerja. Indikator kinerja merupakan salah satu komponen yang harus dipenuhi dalam penerapan penganggaran berbasis kinerja sebagai dasar pengukuran kinerja. Hasil perumusan indikator kinerja juga tertuang dalam dokumen Rencana Kerja Anggaran (RKA) Satker. Redesain Sistem Perencanaan Penganggaran (RSPP) memberikan wajah baru dalam penyusunan RKA Satker yang di dalamnya terdapat perumusan indikator kinerja. Oleh karena itu, tujuan penelitian ini adalah untuk menjelaskan rumusan indikator kinerja sesuai dengan hasil RSPP dan menunjukkan kesesuaian rumusan indikator kinerja dan hasil RSPP yang terdapat dalam dokumen RKA Satker. Metode penelitian yang digunakan adalah metode kualitatif dengan KPPN Tebing Tinggi sebagai objek penelitian. Data yang digunakan dalam penelitian ini adalah RKA Satker KPPN Tebing Tinggi Tahun Anggaran 2022. Hasil penelitian ini memberikan kesimpulan bahwa RKA Satker KPPN Tebing Tinggi tahun anggaran 2022 sudah sesuai dengan hasil RSPP./ Indonesia's current planning and budgeting system uses a Performance-Based Budgeting approach that considers the relationship between budget and performance. Performance indicators are one of the components that must be met in the application of performance-based budgeting as a basis for performance measurement. The results of the formulation of performance indicators are also contained in the Satker Budget Plan (RKA) document. The redesign of the Budgeting Planning System (RSPP) provides a new face in the preparation of the RKA Satker, which includes the formulation of performance indicators. Therefore, the purpose of this research is to explain the formulation of performance indicators in accordance with the results of RSPP and show the suitability of the formulation of performance indicators and the results of RSPP contained in the RKA Satker document. The research method used is a qualitative method with KPPN Tebing Tinggi as the object of research. The data used in this research is the RKA Satker of KPPN Tebing Tinggi for the 2022 fiscal year. The results of this study provide a conclusion that the RKA Satker KPPN Tebing Tinggi in fiscal year 2022 is in accordance with the results of the RSPP.
