Abstract

Penelitian ini bertujuan untuk mengetahui tentang penerapan skema KPBU pada SPAM Semarang Barat, sebagai salah satu alternatif dalam mekanisme pembiayaan pembangunan infrastruktur. Kajian ini menggunakan metode kualitatif dan wawancara yang dilakukan bersama PDAM Tirta Moedal selaku PJPK dalam proyek KPBU SPAM Semarang Barat. Hasil dari penelitian ini menunjukkan bahwa terdapat beberapa dukungan yang telah diberikan oleh Kementerian Keuangan kepada proyek KPBU yakni berupa Penjaminan (PT PII), Dana Penyiapan Proyek (PT SMI), dan Viability Gap Fund. Adapun PT PII diberikan menggunakan konsep single window policy, PT SMI berperan sebagai transaction advisor dan VGF dalam rangka menurunkan tarif air curah kepada pelanggan. KPBU SPAM Semarang Barat melalui empat proses bisnis yaitu perencanaan, penyiapan, transaksi dan pelaksanaan./ This study aims to find out about the implementation of the Public Private Partnership (PPP) scheme in SPAM Semarang Barat, as an alternative in the financing mechanism for infrastructure development. This study uses qualitative methods and interviews conducted with PDAM Tirta Moedal as the PJPK in the PPP project SPAM Semarang Barat. The results of this study indicate that there are several supports that have been provided by the Ministry of Finance to PPP projects, namely in the form of Guarantee (PT PII), Project Preparation Fund (PT SMI), and Viability Gap Fund. Meanwhile, PT PII is given using the concept of a single window policy, PT SMI acts as a transaction advisor and VGF in order to reduce bulk water tariffs to customers. PPP SPAM Semarang Barat goes through four business processes, namely planning, preparation, transaction and implementation.
