Abstract

SPAN sebagai pengembangan sistem teknologi informasi dan penyempurnaan bisnis di bidang keuangan negara pertama kali diperkenalkan pada tahun 2014. SPAN ditujukkan untuk memberikan dukungan terhadap pelayanan dan pengambilan keputusan dalam pengelolaan perbendaharaan negara, meliputi proses penganggaran, pembuatan komitmen, pembayaran, manajeman kas, penerimaan, dan penyusunan laporan keuangan pemerintah pusat. Karya tulis ini akan berfokus pada implementasi dan efektivitas SPAN terhadap proses pencairan APBN di KPPN Jakarta I yang merupakan salah satu KPPN pertama pelaksana piloting SPAN. Dalam penelitian ini juga akan membahas terkait dengan faktor pendukung dan penghambat implemntasi SPAN terhadap proses pencairan APBN. Penelitian ini menggunakan pendekatan deskriptif dengan metode kualitatif. Hasil dari penelitian ini menunjukkan bahwa implementasi SPAN sudah cukup efektif karena mampu mengakomodasi penyelesaian proses pencairan dana di KPPN Jakarta I sehingga dana dapat disalurkan secara tepat waktu, jumlah, dan penerima. Keberhasilan ini tidak terlepas dari penyebaran informasi, kebijakan, dukungan, dan pembagian potensi yang menjadi factor pendukung. Meskipun demikian, hingga saat ini masih ditemui beberapa kendala yang menghambat implementasi SPAN seperti adanya keterbatasan kemampuan kinerja beberapa pegawai yang sudah berusia tua serta belum terintegrasinya sistem SPAN dengan sistem perbankan sehingga berakibat pada terhambatnya kinerja pelayanan KPPN./ SPAN as developing system of technology information and business improvement in the state financial sector has been introduced in 2014. SPAN amis to support services and help in decision making in the management of state treasury, including budgeting, commitment making, payments, cash management, receipts, and preparation for government financial reports. This research focused on implementation and effectiveness of SPAN in the process of disbursement of APBN at KPPN Jakarta I, which is one of the first SPAN piloting executor. It also discusses supporting dan inhibiting factors of the implementation of SPAN in disbursement process of APBN. This research uses descriptive qualitative method. The results of this research indicate that the implementation of SPAN is quite effective because it is able to accommodate the disbursement process at KPPN Jakarta I so that funds can be channeled appropriately. This success is inseparable from the dissemination of information, policies, support, and potential sharing which become supporting factors. However, there are still some obstacles that hinder such as the limited performance capacity of some old employees and the unintegrated SPAN system with bank system so that the impact on the performance of KPPN services is hampered.
