Abstract

Penulisan Karya Tulis Tugas Akhir ini bertujuan untuk mengetahui hasil evaluasi pengukuran capaian kinerja melalui analisis nilai IKPA pada KPPN Blitar tahun 2018-2020 serta permasalahan dan kendala yang muncul dalam rangka kegiatan pengawasan dan evaluasi anggaran. Penulisan KTTA ini menggunakan metode pengumpulan data berupa tinjauan pustaka dan studi lapangan yang meliputi kegiatan wawancara dan obeservasi objek dengan data sekunder yang diperoleh langsung dari KPPN Blitar berupa DIPA, RPA, LAKIN, dan Nilai IKPA tahun 2018-2020. Hasil dari kegiatan menganalisis data-data tersebut menyatakan bahwa pencapaian kinerja KPPN Blitar sebagai BUN dan Satker pada tahun 2018-2020 tergolong dalam kategori “Baik” dengan dibuktikannya perolehan nilai akhir IKPA di range 91-95.5 meskipun menghadapi force majure. Dan selain karena kondisi kahar yang menyebabkan munculnya program refocusing anggaran, kendala yang biasa dihadapi pada masa evaluasi kinerja tersebut cenderung dipengaruhi oleh masalah internal satker yang dinaungi KPPN sebagai BUN, sehingga menyebabkan beberapa indikator mengalami tren yang negatif./ This study aims to know and perceive the result of performance achievement measurement evaluation by analizing the IKPA score in KPPN Blitar from 2018-2020 and also to find out the problems and obstacles in monitoring and evaluation activities. The method applied in this study is the data collection method through literature review and field-based study, which include interviews and observations with secondary data collected straight from KPPN Blitar such as DIPA, RPA, LAKIN, and IKPA by the year 2018-2020. The research shows that the performance achievment of KPPN Blitar as BUN and Satker in the year 2018-2020 is classified as the “Good” category; it is proven by the acquisition of the IKPA final scores were in the range of 91-95.5 despite facing the force majure. Furthermore, aside from the circumstances that led to the need for budget refocusing, the costraints commonly encountered during the performance evaluation period tended to be influenced by internal problems of the Satker under the auspices of KPPN Blitar as BUN, causing several indicators to experience a negative trend.
