Abstract

Karya Tulis Tugas Akhir ini membahas tentang kesesuaian informasi kinerja pada dokumen anggaran dan pelaporan kinerja KPPN Metro tahun anggaran 2018-2020. Dokumen anggaran yang dimaksud adalah Daftar Isian Pelaksanaan Anggaran (DIPA) dan dokumen pelaporan kinerja yang dimaksud adalah Laporan Kinerja (LAKIN). Penelitian ini bertujuan untuk menganalisis kesesuaian informasi kinerja dan mengetahui permasalahan, faktor penyebab serta upaya untuk meminimalisasi terjadinya ketidaksesuaian informasi kinerja pada DIPA dan LAKIN KPPN Metro tahun anggaran 2018-2020 ditinjau dari jumlah, format penamaan dan target capaiannya. Penelitian ini dilaksanakan menggunakan metode kualitatif. Hasil dari penelitian ini menunjukkan kesesuaian informasi kinerja pada DIPA dan LAKIN KPPN Metro Tahun 2018-2020 sebesar 52 persen. Sebanyak 48 persen informasi kinerja dinyatakan tidak sesuai karena terdapat perbedaan baik pada jumlah, format penamaan, maupun target capaiannya. KPPN Metro melakukan upaya meminimalisasi ketidaksesuaian informasi kinerja dengan meningkatkan koordinasi antara tim penyusun DIPA dengan LAKIN, menerapkan Redesain Sistem Perencanaan dan Penganggaran (RSPP) dan melakukan reviu terhadap indikator kinerja pada DIPA dan LAKIN./ This Final Project Paper discusses the suitability of performance information in budget documents and performance reporting of KPPN Metro for the 2018-2020 fiscal year. The budget document in question is the Budget Implementation Fill List (DIPA) and the performance reporting document in question is the Performance Report (LAKIN). This study aims to analyze the suitability of performance information and find out the problems, causal factors and efforts to minimize the occurrence of incompatibilities in performance information in DIPA and LAKIN KPPN Metro for the 2018-2020 fiscal year in terms of the number, naming format and achievement targets. This research was carried out using qualitative methods. The results of this study showed that the suitability of performance information on DIPA and LAKIN KPPN Metro in 2018-2020 was 52 percent. As many as 48 percent of performance information was declared inappropriate because there were differences in both the number, naming format, and achievement targets. KPPN Metro makes efforts to minimize the discrepancy of performance information by improving coordination between the DIPA drafting team and LAKIN, implementing the Planning and Budgeting System Redesign (RSPP) and reviewing performance indicators on DIPA and LAKIN.
