Abstract

Penulisan Karya Tulis Tugas Akhir ini bertujuan untuk menilai efektivitas implementasi retribusi pelayanan persampahan/kebersihan yang ada di Kota Prabumulih dari tahun 2017-2021. Penelitian ini menggunakan metode studi pustaka dan metode wawacara. Perhitungan efektivitas menggunakan perhitungan rasio efektivitas dengan cara membandingkan jumlah realisasi penerimaan retribusi dengan target pendapatan yang telah ditetapkan. Penilaian efeketivitas dari sisi sosial dinilai berdasarkan persentase pengguna layanan retribusi sampah. Dari hasil perhitungan rasio efektivitas, didapatkan hasil pendapatan retribusi persampahan di kota prabumulih dikategorikan efektif. Namun, persentase pengguna layanan retribusi masih belum merata. Hal tersebut dikarenakan pengelolaan persampahan tidak hanya dilakukan pemerintah daerah, namun, juga terdapat partisipiasi masyarakat dan pihak swasta dalam mengelola sampah di Kota Prabumulih./ This study aims to assess the effectiveness of the implementation of the waste/cleaning service retribution in Prabumulih City from 2017-2021. This research uses literature study method and interview method. The calculation of effectiveness uses the calculation of the effectiveness ratio by comparing the actual amount of retribution receipts with the predetermined income target. The assessment of effectiveness from the social side is assessed based on the percentage of users of the waste retribution service. From the results of the calculation of the effectiveness ratio, it is found that the income from the waste retribution in the city of Prabumulih is categorized as effective. However, the percentage of retribution service users is still not evenly distributed. This is because waste management is not only carried out by the local government, however, there is also community and private participation in managing waste in Prabumulih City
