Abstract
Revolusi industri 4.0 dipenuhi dengan munculnya berbagai macam Teknologi Informasi (TI). Hal ini telah menjadi sorotan utama pemerintah suatu negara, tak terkecuali Indonesia. Negara-negara tersebut terus berusaha untuk menciptakan sebuah sistem informasi yang didukung oleh teknologi untuk mempermudah serta meningkatkan efisiensi kinerja pemerintahan. Di Indonesia, Kementerian Keuangan c.q. Direktorat Jenderal Perbendaharaan (DJPb) mengembangkan banyak sistem informasi yang terus disempurnakan hingga kini. Salah satu produk sistem informasi DJPb ialah aplikasi SAKTI. Dalam penelitian ini, disajikan informasi terkait implementasi aplikasi SAKTI modul penganggaran untuk menyusun Rencana Kerja dan Anggaran Kementerian/Lembaga (RKAKL) pada satker mitra kerja KPPN Madiun. Indikator implementasi aplikasi berupa persepsi pengguna dan kendala-kendala yang pernah dialami. Data indikator tersebut dikumpulkan melalui penyebaran kuesioner dan diperoleh 36 responden. Teknik analisis data yang digunakan adalah Structural Equation Modelling (SEM) dengan basis varian pada metode Partial Least Square (PLS). Kerangka model penelitian diadopsi dari Model for Mandatory Use of Software Technologies (MMUST). Kerangka model ini memiliki 8 (delapan) variabel, yaitu kualitas informasi (information quality), kepuasan informasi (information satisfaction), harapan kinerja (performance expectancy), pengaruh sosial (social influence), sikap (attitude), penggunaan sistem (use), kepuasan secara keseluruhan (overall satisfaction), dan manfaat bersih (net benefit). Hasil analisis yang diperoleh dengan metode dan kerangka model tersebut, secara keseluruhan implementasi aplikasi SAKTI modul penganggaran untuk menyusun RKAKL pada satker mitra kerja KPPN Madiun sudah berjalan dengan baik serta memberikan manfaat yang relevan bagi pengguna dan pihak-pihak yang berkepentingan. Namun, hasil survei responden menyatakan masih terdapat beberapa kendala teknis yang dirasakan oleh pengguna./ The industrial revolution 4.0 is filled with the emergence of various kinds of Information Technology (IT). This has become the main focus of the government of a country, Indonesia is no exception. These countries continue to strive to create an information system that is supported by technology to simplify and improve the efficiency of government performance. In Indonesia, the Ministry of Finance c.q. The Directorate General of Treasury (DJPb) has developed many information systems which are continuously being refined until now. One of the DJPb information system products is the SAKTI application. In this study, information is presented regarding the implementation of the SAKTI application for the budgeting module to prepare the Ministry/Agency Work and Budget Plan (RKAKL) for the work partner working unit of KPPN Madiun. Application implementation indicators in the form of user perceptions and obstacles that have been experienced. The data indicator was collected through questionnaires and obtained 36 respondents. The data analysis technique that used is Structural Equation Modeling (SEM) with variance based on the Partial Least Square (PLS) method. The research model framework was adopted from the Model for Mandatory Use of Software Technologies (MMUST). This model framework has 8 (eight) variables, namely information quality, information satisfaction, performance expectancy, social influence, attitude, use, overall satisfaction and net benefits. The results of the analysis obtained with the method and framework of the model, the overall implementation of the SAKTI application for the budgeting module to prepare RKAKL at the working partner working unit KPPN Madiun has gone well and provides relevant benefits for users and stakeholders. However, the survey results of respondents stated that there were still some technical problems felt by users.
