Abstract

Penelitian ini bertujuan untuk meninjau proses bisnis pengajuan Fasilitas Penyiapan Proyek, penganggaran dan perhitungan alokasi anggaran PDF, permasalahan yang dihadapi oleh PJPK dan solusi yang dapat diberikan. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Data tersebut dianalisis menggunakan Model Miles dan Huberman dan diagram tulang ikan. Hasil dari penelitian ini menyatakan bahwa proses bisnis pengajuan Fasilitas Penyiapan Proyek pada Proyek SPAM Regional Kamijoro sesuai dengan proses bisnis pengajuan yang tercantum pada peraturan yang berlaku. Namun demikian, terdapat permasalahan yang dihadapi oleh PJPK, yakni kemunduran jadwal penyelesaian Hasil Keluaran karena keterbatasan sumber daya manusia dari PJPK, manajemen, politik, dan kondisi kahar akibat pandemi Covid-19. Kondisi kahar mengakibatkan alokasi anggaran PDF pada proyek ini mengalami kenaikan sebesar 23,45%. Permasalahan terjadi karena Proyek SPAM Regional Kamijoro merupakan proyek pertama penerima Fasilitas Penyiapan Proyek yang diusulkan oleh Pemerintah Provinsi DIY. Penelitian ini diharapkan bermanfaat dalam mengevaluasi prosedur pengajuan penyiapan proyek di masa datang./ This research aims to review the business process of submitting Project Development Facility, budgeting and calculating PDF budget allocations, problems faced by PJPK (The Person-In-Charge of Cooperation Project), and solutions that can be provided. The research method used in this research is descriptive qualitative. The data were analyzed using the Miles and Huberman Model and fishbone diagrams. The results of the research state that the business process of submitting the PDF at the Drinking Water Supply System (SPAM) Regional Kamijoro Project is in accordance with the business process of submission as stated in the applicable regulations. However, there are problems faced by the PJPK, namely the delay in the schedule for the completion of the outputs due to the limited human resources of the PJPK, management, politics, and force majeure conditions due to the Covid-19 pandemic. The force majeure condition resulted in the PDF budget allocation for this project increasing by 23.45%. This problem occurred because the SPAM Regional Kamijoro Project was the project that received the PDF proposed by the DIY Provincial Government. This research is expected to be useful in evaluating the procedure for submitting project preparation in the future.
