Abstract

Penelitian ini bertujuan untuk menganalisis proses perubahan tarif layanan, dampak perubahan tarif layanan terhadap pendapatan, dan evaluasi pada proses perubahan tarif dan pengelolaan pendapatan pada BLU RSO Prof. Dr. R. Soeharso Surakarta. Metode yang digunakan dalam penelitian ini merupakan penelitian gabungan yang mengolaborasikan antara metode kualitatif dan kuantitatif dengan menggunakan data primer dan sekunder yang bersumber langsung dari rumah sakit dan publikasi oleh RSO Prof. Dr. R. Soeharso Surakarta. Hasil penelitian menunjukkan bahwa proses perubahan tarif layanan terbagi menjadi proses penyusunan tarif secara internal dan pengusulan tarif pada Kementerian Keuangan. Penerimaan realisasi pendapatan rumah sakit tidak dipengaruhi secara signifikan oleh perubahan tarif, melainkan terdapat variabel lain yaitu volume tindakan rumah sakit. Adapun volume tindakan rumah sakit tidak dipengaruhi secara signifikan oleh perubahan tarif, dikarenakan volume tindakan digambarkan sebagai barang inelastis yang tidak terpengaruh oleh perubahan harga. Evaluasi terhadap proses perubahan tarif dan pengelolaan pendapatan disajikan dengan fishbone theory dengan mengaitkan beberapa variabel, yaitu tools, environtment, method, management, dan people./ This study aims to analyze the process of changing service rates, the impact of changes in service tariffs on income, and evaluating the process of changing rates and managing income at BLU RSO Prof. Dr. R. Soeharso Surakarta. The method used in this research is a combined research that collaborates between qualitative and quantitative methods by using primary and secondary data sourced directly from hospitals and publications by RSO Prof. Dr. R. Soeharso Surakarta. The results of the study indicate that the process of changing service tariffs is divided into the process of preparing tariffs internally and proposing tariffs at the Ministry of Finance. Hospital revenue realization is not significantly affected by changes in rates, but there are other variables, namely the volume of hospital actions. The volume of hospital action is not significantly affected by changes in tariffs, because the volume of actions is described as an inelastic product that is not affected by price changes. Evaluation of the rate change process and revenue management is presented using fishbone theory by linking several variables, namely tools, environment, method, management, and people.
