Abstract

Penelitian ini mengulas tentang analisis studi kinerja KPPN Serang tahun anggaran 2019-2021 dalam DIPA dan Laporan Kinerja (LAKIN). Salah satu hasil implementasi dari penganggaran berbasis kinerja adalah keterbukaan informasi mengenai kinerja dari setiap Kementerian/Lembaga sampai level masing-masing satuan kerja. Dengan memakai metode penelitian kepustakaan dan metode penelitian lapangan agar data yang didapat bersifat nyata dan aktual sesuai dengan perkembangan dalam regulasi penganggaran berbasis kinerja di Indonesia. Dalam proses penelitian KTTA ini banyak ditemukan kesesuaian pada informasi kinerja DIPA Petikan dan Laporan Kinerja KPPN Serang, baik dari substansi indikator maupun target kinerjanya. Namun, ditemukan juga beberapa perbedaan indikator kinerja pada tahun anggaran 2019-2021, baik dari format nama indikator atau target kinerjanya. Penelitian ini bertujuan untuk melakukan studi analisis kesesuaian informasi kinerja pada DIPA dan LAKIN di KPPN Serang dan mengetahui faktorfaktor yang menyebabkan ketidaksesuaian informasi kinerja pada DIPA dan LAKIN di KPPN Serang tahun anggaran 2019-2021, agar dapat menyampaikan berbagai pengetahuan kepada pembaca terkait dengan analisis studi kinerja di KPPN Serang./ This research reviews the analysis of the KPPN Serang performance for 2019-2021 fiscal year on the DIPA and Performance Report (LAKIN). One of the results of the implementation of performance-based budgeting is the disclosure of information about the performance of each Ministry/Institution to the level of each work unit. By using library research methods and field research methods so that the data obtained are real and actual in accordance with developments of performancebased budgeting regulations in Indonesia. In the KTTA research process, many conformities were found in the performance information of DIPA Petikan and the KPPN Serang Performance Report, both in terms of the substance of the indicators and their performance targets. However, several differences in performance indicators were also found in the 2019-2021 fiscal year, both from the format of the indicator names or performance targets. This study aims to analyze the suitability of performance information at DIPA and Performance Report at KPPN Serang and find out the factors that cause discrepancies in performance information at DIPA and Performance Report at KPPN Serang for 2019-2021 fiscal year, in order to convey various knowledge to readers related to analysis performance study at KPPN Serang.
