Abstract

Jembatan merupakan suatu konstruksi yang berfungsi sebagai penghubung dua ujung jalan yang terpisah dengan tujuan untuk memperlancar mobilitas masyarakat. Jembatan termasuk fasilitas publik yang mana pengelolaannya dilakukan oleh Pemerintah Pusat ataupun Pemerintah Daerah, sehingga termasuk Barang Milik Negara/Daerah (BMN/D). Dalam siklus pengelolaan BMN/D, penilaian dan penatausahaan merupakan beberapa bagian dari siklus. Untuk melaksanakan penatausahaan BMN/D, dapat dilakukan penilaian kembali atau revaluasi aset untuk mengetahui nilai terkini dari suatu aset. Hal tersebut juga dilakukan terhadap BMD berupa jembatan berlokasi di Jalan Gito Gati, Kabupaten Sleman, Provinsi Daerah Istimewa Yogyakarta yang bernama Jembatan Denggung. Oleh karena itu, penelitian ini berfokus pada komponen, proses penilaian, dan tantangan melakukan penilaian BMD berupa jembatan. Penelitian ini menggunakan pendekatan biaya dan metode pengumpulan data berupa studi kepustakaan, wawancara, dan observasi. Adapun narasumber yang dipilih adalah Kepala Seksi Jalan dan Jembatan Dinas Pekerjaan Umum Perumahan dan Energi Sumber Daya Mineral Provinsi Daerah Istimewa Yogyakarta. Hasilnya adalah Jembatan Denggung memiliki komponen bangunan yang bermacam-macam, seperti pelengkung beton dan ornamen-ornamen khusus pada sandaran jembatan dengan nilai jembatan sebesar Rp3.778.973.000,00 (Tiga Miliar Tujuh Ratus Tujuh Puluh Delapan Juta Sembilan Ratus Tujuh Puluh Tiga Rupiah). Adapun tantangan yang dihadapi dalam penilaian jembatan diantaranya kesulitan mencari data pendukung dan menentukan penyusutan./Bridge is a construction that functions as a liaison between two separate ends of the road with the aim of facilitating people mobility. Bridges are public facilities whose management is carried out by the Central Government or Local Governments, so there are included the Barang Milik Negara/Daerah (BMN/D). In the BMN/D management cycle, appraisal and administration are several parts of the cycle. To carry out the administration of BMN/D, reappraisal or revaluation of assets can be carried out to determine the current value of an asset. This was also carried out on BMD in the form of a bridge located in Gito Gati Street, Sleman Regency, Daerah Istimewa Yogyakarta Province that called Denggung Bridge. Therefore, this study focuses on the components, the appraisal process, and the challenges of conducting a BMD assessment in the form of a bridge. This study uses a cost approach and data collection methods in the form of literature study, interviews, and observations. The selected source person is Head of Road and Bridge Section of Public Works, Housing, and Energy Mineral Resources Department Daerah Istimewa Yogyakarta Province The result is Denggung Bridge has various building components, such as concrete arches and special ornaments on the bridge supports with a bridge value of Rp3.778.973.000,00 (Three Billion Seven Hundred Seventy Eight Million Nine Hundred Seventy Three Rupiah). The challenges faced in the bridge appraisal include the difficulty of finding supporting data and determining depreciation.
