Abstract

Penelitian ini mengeksplorasi kerugian ekonomis akibat pembatasan akses pasar di sekitar Kampus PKN STAN. Metode penelitian ini menggunakan pendekatan mixed method dengan teknik statistik inferensial dan thematic analysis. Penilaian kerugian ekonomis dilakukan dengan metode DCF. Nilai kerugian ekonomis total dari sampel adalah sebesar Rp1.849.505.547,60. Data penurunan tingkat okupansi yang dapat menggambarkan suatu kerugian ekonomis, memilik rata-rata sampel sebesar 73,77%. Prediksi interval rata-rata penurunan tingkat okupansi dari populasi berkisar antara 66,02% dan 83,27%. Wawancara dengan pemilik usaha mengidentifikasi tujuh tema utama strategi usaha, dengan strategi promosi melalui aplikasi smartphone terbukti paling efektif dengan penurunan tingkat okupansi sebesar 37,16%. Penelitian ini diharapkan memberikan berkontribusi pada penerapan penilaian kerugian ekonomis yang belum banyak dilakukan. Dalam konteks kebijakan publik, rekomendasi kebijakan meliputi mitigasi risiko, penyesuaian kebijakan, dan analisis biaya-manfaat dengan mempertimbangkan potensi kerugian ekonomis dari pihak yang terkena dampak. This research explores the economic losses due to restrictions on market access around the PKN STAN Campus. This research method uses a mixed method approach with inferential statistical techniques and thematic analysis. Economic loss assessment is carried out using the DCF method. The total economic loss value of the sample is IDR 1,849,505,547.60. Data on decreasing occupancy levels, which can describe an economic loss, has a sample average of 73.77%. The predicted interval for the average decline in population occupancy rates ranges between 66.02% and 83.27%. Interviews with business owners identified seven main themes of business strategy, with promotional strategies via smartphone applications proving to be the most effective with a reduction in occupancy rates of 37.16%. This research is expected to contribute to the application of economic loss assessment which has not been widely done. In the context of public policy, policy recommendations include risk mitigation, policy adjustments, and cost-benefit analysis by considering potential economic losses for affected parties.
