Abstract

Anggaran Pendapatan dan Belanja Daerah memiliki peranan yang sangat penting bagi pembangunan daerah, karena Anggaran Pendapatan dan Belanja Daerah merupakan implementasi dari kebijakan fiskal dan sekaligus menjadi operasionalisasi pelaksanaan program-program pemerintah daerah. Salah satu barang milik daerah yang ada di Kota Mojokerto adalah Pasar Benteng Pancasila, dibangun oleh pemerintah Kota Mojokerto yang bertujuan untuk menertibkan pedagang kaki lima yang ada di Kota Mojokerto agar tatanan kota bisa lebih baik. Dikarenakan adanya musibah kebakaran ini maka untuk pungutan wajib/pembayaran sewa dihentikan atau tidak dilakukan penarikan, sehingga diketahui sejak tahun 2017-2021 tidak ada pendapatan daerah yang diterima dari barang milik daerah tersebut. Penelitian ini bertujuan meninjau pemanfaatan terkait sewa menurut peraturan perundangan yang berlaku. Metode penelitian karya tulis ini menggunakan metode wawancara dan studi kepustakaan. Hasil penelitian ini adalah, tidak adanya pemungutan wajib bagi mitra yang menempati Pasar Benteng Pancasila. Seluruh seluruh beban operasional yang ada ditanggung oleh Dinas Perdagangan Koperasi dan UKM Kota Mojokerto, hal ini memberikan keringanan bagi mitra yang terdampak musibah agar tetap dapat berjualan dan membantu pemulihan ekonomi khususnya di Kota Mojokerto./ Regional Revenues and Expenditures Budget has a critical role in regional development because Regional Revenues and Expenditures Budget is the implementation of fiscal policy and, at the same time, becomes the operationalization of the implementation of local government programs. One of the regional properties in Mojokerto City is Pasar Benteng Pancasila, built by the Mojokerto City government, which aims to bring order to the street vendors in Mojokerto City so that the city order can be better. Unfortunately, due to this fire disaster, the mandatory levy/rental payment was stopped, or no withdrawal was made, so it is known that from 2017-2021 no regional income has been received from the area's property. This study aims to review the utilization related to renting according to applicable laws and regulations. The research method of this paper uses the method of interviewing and literature study. The result of this study is that there is no mandatory collection for partners occupying Pasar Benteng Pancasila. Instead, the Mojokerto City Cooperative Small and Medium Enterprises bear all existing operational expenses. This provides relief for partner affected by the disaster so that they can continue to sell and help the economic recovery, especially in Mojokerto City.
