Abstract

Penelitian ini membahas tentang Tinjauan Atas Alokasi Biaya Pemeliharaan Barang Milik Daerah Terhadap Kondisi Barang Milik Daerah Berupa Kendaraan Dinas di Pemerintah Kota Surabaya (Studi Kasus: BPKAD). Penelitian ini bertujuan untuk meninjau pemeliharaan kendaraan dinas, mulai dari anggaran pemeliharaan kendaraan dinas Pemerintah Kota Surabaya Tahun Anggaran 2021 dengan histori anggaran dari tahun 2018-2020, hingga meninjau kondisi kendaraan dinas yang dipelihara oleh BPKAD Kota Surabaya. Tujuan yang hendak dicapai pada penelitian ini antara lain: (1) untuk meninjau realisasi alokasi anggaran biaya pemeliharaan kendaraan dinas di Pemerintah Kota Surabaya terhadap rencana anggaran pemeliharaan kendaraan dinas; (2) meninjau kondisi kendaraan dinas pada BPKAD Kota Surabaya terhadap alokasi biaya pemeliharaan yang ada; (3) mengetahui apa yang dilakukan BPKAD Kota Surabaya dalam memaksimalkan penggunaan biaya pemeliharaan yang ada dalam memelihara kendaraan dinas secara optimal; (4) dan yang terakhir untuk mengetahui apakah terdapat permasalahan atau hambatan yang dihadapi oleh BPKAD Kota Surabaya dalam melakukan Pemeliharaan BMD. Jenis penelitian ini adalah penelitian deskriptif kualitatif dengan metode penelitian kepustakaan dan metode penelitian lapangan. Hasil penelitian menunjukkan bahwa Pemerintah Kota Surabaya belum sepenuhnya melakukan penyusunan RKBMD Pemeliharaan, namun hanya sebatas pada pencatatan aset secara sederhana serta rekap data pemeliharaan pada tahun berjalan. Realisasi penggunaan anggaran pemeliharaan kendaraan dinas tahun 2021 tidak melebihi pagu anggaran pemeliharaan yang sudah direncanakan. Karena realisasi anggaran tidak melebihi pagu anggaran yang sudah direncanakan, maka pemeliharaan kendaraan dinas dapat dilakukan dengan baik, sehingga kondisi kendaraan dinas yang dipelihara BPKAD Kota Surabaya memiliki kondisi yang baik. Kemudian dalam memaksimalkan penggunaan anggaran pemeliharaan yang ada, BPKAD Kota Surabaya dalam memelihara kendaraan dinas-nya melakukan prioritas terhadap kendaraan yang memang perlu dilakukan pemeliharaan terlebih dahulu. Sehingga alokasi biaya pemeliharaan dalam pagu anggaran pemeliharaan kendaraan dinas tahun 2021 mampu untuk meng-cover seluruh pemeliharaan kendaraan dinas BPKAD Kota Surabaya selama tahun 2021./ This paper discusses about overview of the allocation of maintenance costs for the property of the county to the condition of the property of the county in the form of official vehicles in the Surabaya City Government (Case Study: BPKAD). This study aims to review the maintenance of official vehicles, starting from the Surabaya City Government official vehicle maintenance budget for the 2021 Fiscal Year with a historical budget from 2018-2020, and reviewing the condition of official vehicles maintained by the BPKAD of Surabaya. The objectives to be achieved in this research include: (1) to review the realization of the budget allocation for the maintenance of official vehicles in the Surabaya City Government against the budget for the maintenance of official vehicles; (2) reviewing the condition of official vehicles at the BPKAD of Surabaya against the existing maintenance allocation; (3) find out what the BPKAD of Surabaya is doing in maximizing the use of existing maintenance costs, in optimally maintaining official vehicles; (4) and to find out whether there are problems or obstacles faced by the BPKAD of Surabaya in carrying out BMD Maintenance. This type of research is descriptive research with library research methods and field research methods. The results show that the Surabaya City Government has not prepared the Maintenance of RKBMD, but only limited to simple asset recording and maintenance data recap for the current year. The realization of the use of the official vehicle maintenance budget in 2021 does not exceed the planned maintenance budget ceiling. The realization of the budget does not exceed the planned budget ceiling, then the maintenance of official vehicles can be carried out properly, so that the condition of the official vehicles maintained by the BPKAD of Surabaya is in good condition. Then in maximizing the use of the existing maintenance budget, The BPKAD of Surabaya in maintaining its official vehicles prioritizes vehicles that need maintenance first. So that the allocation of maintenance costs in the 2021 official vehicle maintenance budget ceiling is able to cover all maintenance of Surabaya City BPKAD official vehicles during 2021.
